Increase in Contract Authorization - Renovation of Windows and Glazing - Building A & B of the Maguire Correctional Facility, Redwood City (Projects No. P7D02, P7D03 & P7G01)

 

Recommendation

Adopt a resolution authorizing an increase of $230,000 in the "Not-To-Exceed" payment limit to allow additional window renovation work to be completed in Building A & B of the Maguire Correctional Facility - Original Additive Bids 1, 2, 3 and 5.

 

Previous Board Action

Adopted a resolution awarding a contract for the Renovation of Windows and Glazing in Building A & B of the Maguire Correctional Facility to Best Roofing and Waterproofing, Inc.

 

Key Facts

1.

Additive bids for additional window renovation were included in the original call for bids as all the necessary window renovation on the south and east sides of Building A & B could not be financed in one fiscal year.

   

2.

An appropriation in the 2003/2004 Fiscal Year Budget was approved by your Board to finance additional window repairs and glazing replacement at the Correctional Facility.

   

3.

The additive bids that we received when the project was first bid are still valid and competitive.

   

4.

The contractor's work is satisfactory and authorizing him to do the additional work at the additive bid prices will avoid the cost of reinstalling the necessary scaffolding that is being used in conjunction with the widow sealing project and the cost of re-bidding the work.

   

Discussion

The current contract scope of work includes the repair of the south side windows of Building A and the replacement of security glazing on the south side and east side of Building B from Level 3 to 6.

 

We are recommending that the remaining additive alternates as originally bid and as described below be included in the current contract:

   

Additive Bid 1 provides for the renovation of all 2nd floor windows on the east Elevation (Winslow Street) of Building A.

Additive Bid 2 provides for the renovation of all 3rd floor windows on the east Elevation (Winslow Street) of Building A.

Additive Bid 3 provides for the removal and replacement of existing glazing with new security glazing at the south Elevation and east Elevation of Building B - Level 2.

Additive Bid 5 provides for the removal and replacement of all sealant and backer rods in the vertical and horizontal joints of the concrete panels on the east Elevation of Building A. This work is recommended as the caulked joints show signs of deterioration and the joint material has exceeded its expected useful life. Deterioration of the caulk can result in water intrusion into the building. We believe that it is cost effective to have this work done in conjunction with the reglazing work that is proposed for the same area.

Contingency provides for any extra work that may arise during the removal renovation of the security glazing.

The next and final phase of the Renovation of Windows and Glazing project will include the repair of the north and west side of Building A and the replacement of security glazing on the north and west side of Building B. This work will be recommended in a subsequent project.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "maintain and enhance the public safety of all residents and visitors" of the Shared Vision Commitment to "ensure basic health and safety for all," as the renovation of windows and replacement of security glazing will enhance the security of the Correctional Facility.

 

Fiscal Impact

The proposed change will increase the original "Not-To-Exceed" amount from $429,000 to $659,000.

 

Funds for the work were appropriated and are available from the General Fund, Criminal Justice Fund and Prop. 172 Funds. There is no additional impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
