California Integrated Waste Management Board (CIWMB) Used Oil Opportunity Grant

 

Recommendation

Approve the Appropriation Transfer Request (ATR) in the amount of $43,786.

 

Background

The Used Oil Program provides pollution prevention education and collection opportunities in San Mateo County. The Used Oil Program collects over 60,000 gallons of oil for recycling annually through collection centers located at auto repair and supply shops throughout the county. The CIWMB grants are essential to the Used Oil program as all funding for education and collection opportunities of used oil in San Mateo County comes from CIWMB Block Grant and competitive Opportunity Grant Funding.

 

In November 2003, your Board approved a resolution authorizing the Director of Health Services to apply for and accept grant funds from the California Integrated Waste Management Board for the 2003-04 Opportunity Grant.

 

Discussion

The Environmental Health Services Division has previously applied for and received opportunity grant funds from the CIWMB for Used Oil Recycling. The CIWMB grant funds are the sole source of revenue for the Used Oil Program budget. This funding will enable the Used Oil Program to set up oil recycling centers at Coyote Point Marina in San Mateo and facilitate signage and education to boaters.

 

Vision Alignment

The ability to apply for and manage the Used Oil Grants with CIWMB keeps the commitment of ensuring basic health and safety for all and goal number 7: to maintain and enhance the public safety of all residents and visitors. The ability to apply for these grants contributes to this commitment and goal by providing the necessary monies to implement environmental programs.

 

Fiscal Impact

The ATR adds revenue and establishes appropriations for Extra Help and Services and Supplies to the adopted FY 2003-04 budget. The term of the 7th Cycle Opportunity Grant is one year (FY 2003-04) for the amount of $43,786.00. There is no net County cost.
