SUBJECT:

Agreements with the City and County of San Francisco and PALCARE for Child Care Services

 

RECOMMENDATION:

 

Adopt a resolution authorizing the County Manager to:

 

1.

Execute an agreement with the City and County of San Francisco, through the Airport Commission, guaranteeing revenue for child care services from July 1, 2003 through June 30, 2004, in the amount of $250,000, with four annual options to extend

   

2.

Execute an agreement with PALCARE guaranteeing revenue received from the City and County of San Francisco, through the Airport Commission, for child care services from July 1, 2003 through June 30, 2004, in the amount of $250,000, with four annual options to extend

   

BACKGROUND:

 

Since 1991 the County has had collaborative agreements with the City and County of San Francisco, through its Airport Commission, ("Airport") and PALCARE for the provision of child care services for Airport employees and the community. PALCARE, which has a separate long-term operating lease agreement with the County, utilizes a County-owned facility at 945 California Drive in Burlingame that accommodates the child care center.

The most recent child care service agreements with the Airport and PALCARE expired on June 30, 2003. The one-year agreements totaled $360,000 and guaranteed Airport employees priority enrollment for 134 slots (which represents about half of PALCARE's total slots). The agreements were not immediately renewed at the beginning of the current fiscal year since the Airport was evaluating its financial situation.

 

In October 2003, the Airport notified the County and PALCARE of its interest to initiate new agreements.

 

DISCUSSION:

 

The County's proposed agreements with the Airport and PALCARE will enable Airport employees to receive subsidized child care services. PALCARE will guarantee the following for Airport employees:

 

·

total of 100 child care slots

·

scholarships to low-income families

·

waiver of various fees including registration

·

flexible monthly schedules and discounts (i.e., payment for only those hours child care is requested vs. standard 10-hour day)

 

The agreements will cover FY 2003-04 however four annual options to extend have been included. This will provide the Airport with the opportunity to evaluate its fiscal condition on an annual basis and make a determination as to whether the child care subsidy will continue.

 

The County's proposed agreement with PALCARE also includes a provision granting County employees priority enrollment status at the child care center.

 

VISION ALIGNMENT:

The County's agreements with the Airport and PALCARE keep the commitment of developing and fostering partnerships to enhance and preserve our quality of life. Specifically, the agreements contribute to goal #23: "Leaders throughout the County provide the impetus for broader regional solutions in land use, housing, child care, education, health and transportation."

 

FISCAL IMPACT:

 

There is no fiscal impact to the County. The Airport will cover the $250,000 annual payment for PALCARE.
