Adoption of a Resolution to replace Resolution 066228 Regarding the Reconstitution of the Agricultural Advisory Committee

 

RECOMMENDATION

 

Adopt a Resolution to replace Resolution 066228 to clarify the membership of the Agricultural Advisory Committee by including, as a non-voting member, the United States Natural Resources Conservation Service District (USNRCS) Conservationist for San Mateo County in place of the Executive Director, San Mateo County Resource Conservationist District.

 

BACKGROUND

 

On September 9, 2003, your Board of Supervisors adopted Resolution 066228, which reconstituted the Agricultural Advisory Committee (AAC), reducing its membership from twenty (20) members to fifteen (15) members. The Committee's membership was designated as follows:

One (1) agricultural business.

One (1) conservationist.

Seven (7) farmer/growers.

Two (2) public members.

Four (4) non-voting members (Executive Director, San Mateo County Farm Bureau; Executive Director, San Mateo County Resource Conservation District; County Director, U.C. Cooperative Extension; and County Agricultural Commissioner)

 

At that meeting, staff made an oral recommendation to change one of the non-voting members from the Executive Director of the San Mateo County Resource Conservation District to the U.S. Natural Resources District Conservationist for San Mateo County. Your Board accepted that recommendation but it did not get incorporated into the final signed Resolution. County Counsel has advised that a new Resolution should be adopted to correct that.

 

We believe this change is appropriate because the non-voting members of the AAC are there to provide technical expertise on agriculture. The USNRCS District Conservationist is the technical staff to the San Mateo County Resource Conservation District.

 

VISION ALIGNMENT

 

The reconstitution of the AAC keeps the commitment of responsive, effective, collaborative government and Goal Number 20. Government decisions are based on careful consideration of future impact rather than temporary relief or immediate gain.
