Agreement with the AIDS Community Research Consortium (ACRC)

Recommendation

Adopt a resolution authorizing the President of the Board to execute an Agreement with the AIDS Community Research Consortium.

 

Background

The San Mateo County AIDS Program (SMCAP) receives funds from the State Office of AIDS, Ryan White CARE Act, Title I, and the Housing Opportunities for Persons with AIDS for development, organization, coordination, and operation of more effective and cost efficient systems for the delivery of essential services to individuals and families with HIV/AIDS. SMCAP provides health education, case management and a food program among various other services; the goal of these programs is to maintain and improve the quality of life of those living with HIV/AIDS.

 

ACRC has been successfully providing case management, health education and food services to HIV/AIDS clients since 1998. These services have enabled numerous HIV/AIDS clients to obtain proper nutrition; maintain stable and healthier lifestyles; keep medical appointments; and adhere to increasingly complex medication regimens.

Since 1998 the AIDS Program has had a rental agreement with ACRC to use a portion of their space at the AIDS Redwood City office for volunteer-led and AIDS Program staff supervised, emotional support groups for persons with HIV.

 

Discussion

A Request for Proposals (RFP) for health education, case management and food services, for the period of March 1, 2004 to February 28, 2007 was released in November 2003. An independent panel reviewed all the proposals received. Two proposals were submitted for the provision of food services; the review panel selected ACRC for the provision of food services. ACRC was the only respondent to the RFP for health education and case management services.

This agreement will allow ACRC to provide case management, health education and HIV food services to persons with HIV/AIDS.

This agreement also enables the AIDS Program staff to continue to rent ACRC office space to provide staff supervised, emotional support groups for persons with HIV. It also includes funding for the provision of cleaning services at this office.

The County Manager's Real Property Services Division has reviewed the rental agreement with ACRC and the manager of Public Works, Building Services Section, reviewed the cleaning services section.

Consistent with contract approval level limitations in County Administrative Memorandum B-1, the Director of Health Services will be authorized to execute amendments and modifications to this agreement, not to exceed $25,000 in aggregate.

County Counsel has reviewed and approved this agreement.

 
Vision Alignment

The agreement with ACRC keeps the commitment of ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventive care. It also keeps the commitment of goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The agreement contributes to these commitments and goals by providing health education; case management; a food program; and improving the quality of life for people with HIV/AIDS.

 

Fiscal Impact

The term of the agreement is from March 1, 2004 through February 28, 2005. The maximum amount of funding for this agreement is $332,200: $49,500 for case management, $55,000 for health education and risk reduction, $220,000 for HIV food services, $5,000 for rental of premises, and $2,700 for cleaning services. The AIDS Program budget for FY 2003-04 includes $110,733 and the recommended budget for FY 2004-05 will include $221,467. Any ongoing expenditures will be reduced if future funding is not available. Maintenance of County effort is required for all CARE funding which amounts to the net County cost for the AIDS Program for 2003-04 of $373,000. There is no net county cost as a result of this agreement.
