Agreement with Second Harvest Food Bank for the operation of the Brown Bag Program

 

Recommendation

Adopt a resolution authorizing an agreement with Second Harvest Food Bank for the operation of the Brown Bag Program

 

Background

The Brown Bag Program targets very low-income seniors 60 years and older and disabled individuals 55 to 59 years old. The program's purpose is to provide eligible recipients with bags of food to supplement their diets and to provide them with nutrition education.

 

Second Harvest Food Bank has been the Community-Based Services Program (CBSP) funded provider of the Brown Bag Program in San Mateo County since fiscal year 1997-98.

 

All San Mateo County Area Agency on Aging agreements require approval by the Board of Supervisors.

 

Discussion

In spring 2003 Aging and Adult Services (AAS) was informed that there would be no funding for the Brown Bag Program after June 30, 2003. However, the State Department of Aging recently reversed its decision and approved CBSP funding for the Brown Bag Program for fiscal year 2003-04.

 

This agreement with Second Harvest Food Bank will allow AAS to continue the local Brown Bag Program for the balance of fiscal year 2003-2004. This program will provide 2,500 unduplicated San Mateo County residents with 54,000 bags of food in a six-month period (average bag weight 17 pounds).

 

Consistent with contract approval level limitations in County Administrative Memorandum B-1, the Director of Health Services will be authorized to execute amendments and modifications to this agreement, not to exceed $25,000 in aggregate.

 

Vision Alignment

This agreement keeps the commitment of Ensuring Basic Health and Safety for All and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. This agreement contributes to this commitment and goal by providing services designed to assist individuals with the greatest needs to maintain their independence and dignity within the least restrictive setting possible.

 

Fiscal Impact

The term of this agreement is January 1, 2004 through June 30, 2004. The total contracted cost for the Brown Bag Program is $23,424. State funding for CBSP services provides the funding for this program. These funds are included in the approved 2003-2004 AAS budget.

 

There is no Net County Cost associated with this agreement.
