Amendment of Child Care Coordinating Council Agreement

 

Recommendation

Adopt a resolution authorizing the President of the Board to amend an agreement with the Child Care Coordinating Council (CCCC).

 

Background

In August 2001, your Board approved an agreement with CCCC to provide community worker services to the Prenatal to Three Initiative (Pre-3) and child care services to Pre-3, Adolescent Family Life Program (AFLP), and Prenatal Advantage Black Infant Health (BIH) programs. In June 2002, your Board approved an amendment to the original agreement that augmented funding for, and extended the term of services provided to, the AFLP and BIH programs.

 

By July 2002, grant funding to support the CCCC's community worker services declined from a level adequate to maintain four staff to a level that supports two. During FY 2002-03, the agreement remained unchanged as Pre-3 was pursuing several grants that would have allowed a return to previous funding levels and staffing for this agreement. Grant approvals and denials have been received from all sources, and the contract is now being amended to clarify available resources for community worker and child care services.

 

Discussion

The amendment to the existing contract will accomplish the following:

Formalize the reduction in the number of community workers to Pre-3 from four to two

 

-

Augment the amount available to Pre-3 for child care services

 

-

Terminate the provision of child care services to AFLP and BIH in FY 2003-04.

 

The two community workers support families through a range of direct service activities, including home visiting, coordinating Touchpoints parent support groups and assisting families with referrals for child care services. Pre-3 is handling the reduction in community worker positions by focusing individually oriented resources on high-risk families.

 

Grant funding has increased modestly to support child care services to families enrolled in Pre-3's parenting classes or therapeutic groups. While funding for these services has increased for Pre-3, the funding is no longer available for BIH and AFLP as of July 1, 2003. As a result, the agreement has been amended to terminate the provision of child care services for BIH and AFLP for FY 2003-04, and the contract dollar amounts have been revised accordingly.

 

Vision Alignment

The amended agreement with CCCC keeps the commitment of providing equal access to educational opportunity and goal number 3: All children ages 0-5 years have access to child care/early learning opportunities that contribute to their entering kindergarten ready to succeed. The amended agreement contributes to this commitment and goal by allowing Pre-3 to continue to provide support to parents in high risk families.

 

Fiscal Impact

The revised agreement total is $628,953; $128,064 is for FY 2003-04. Pre-3 has grant funding from First 5 San Mateo County, the Lucile Packard Foundation for Children's Health and the Bella Vista Foundation that supports most of this contract. Medi-Cal funding through the Targeted Case Management program provides the remainder of the support required. The term of the original contract remains unchanged, and there is no impact on net county cost.
