Agreement with San Mateo County Community College District

 

Recommendation

Adopt a Resolution:

    1. Waiving the Request for Proposal process; and

    2. Authorizing the Execution of an Agreement with San Mateo County Community College District (SMCCCD) in the amount of $326,400 for the period March 1, 2004 through June 30, 2005.

 

Background

Title IV-E of the Social Security Act provides federal funding for child welfare training at a 75% reimbursement rate. Throughout California most training is done at the county level and by regional training academies targeting public agency child welfare staff. Last year San Mateo County Human Services Agency (HSA) was contacted by Edgewood Center for Children and Families to provide training for community organizations utilizing Title IV-E funds. A planning process was initiated with the SMCCCD, involving forty community agencies, to validate the need for such a project and to develop a curriculum. Based on this planning process development of this program was initiated.

 

Discussion

HSA has worked with SMCCCD to plan a program education and training. This program will provide education and training to community based service providers to build and strengthen the capacity to serve San Mateo County children and families. This training will meet all requirements of the Title IV-E funded training and will be open to HSA staff, the public, and to non-profit and community-based organizations providing services to children, youth and families. SMCCCD will provide classroom training and one-on-one coaching and supervision for the term of this Agreement. The program of trainings will include topics such as School and Education, Collaboration/Teamwork, Family Centered Practice, Effective Management, Documentation, Safety, Treatment, and Behavior Intervention.

These trainings will be designed to strengthen the knowledge base of community service providers to allow for improved inter-agency working relationships with HSA. Coordinated plans between agencies will remove obstacles so children, youth and families can better access services to address problems of safety, employment, housing, healthcare, and mental health and ensure better results for children and families.

This Agreement has been reviewed and approved as to form by the County Counsel's Office.

Risk Management has reviewed and approved the Contractor's insurance coverage.

 

Performance Measure

SMCCCD is in compliance with the HSA Outcome Based Management (OBM) Program plans. Below is the Recommended Performance Measure included in the OBM plans. The desired outcomes of the program are to provide resources to enhance and strengthen the capacity of San Mateo County, Children and Family Services in servicing children and youth with emotional and behavioral disabilities.

Vision Alignment

The Agreement with San Mateo County Community College District keeps the commitment of: Ensuring basic health and safety for all and goal number 6: All children grow up healthy in safe and supportive homes and neighborhoods. The Agreement contributes to this commitment and goal by providing training of services to vulnerable children at risk of abuse and neglect and their families.

 

Fiscal Impact

The term of this Agreement is March 1, 2004 through June 30, 2005. The total obligation is $326,400, which is funded through Title IV-E funding. The local match requirement is provided by the SMCCCD. Appropriation for this cost is included in the FY 2003-04 Children and Family Services Budget. There is no Net County Cost associated with this Agreement.
