Recommendation |
Adopt a Resolution authorizing the execution of a Second Amendment to the Agreement with Electronic Data Systems for SMART maintenance. |

Background |
On June 26, 2001, the Board of Supervisors approved an Agreement with the Electronic Data Systems for maintenance of the Service Management Resource Tracking (SMART) System in the amount of $110,000 for the term of July 1, 2001 to June 30, 2002. |

On June 25, 2002, the Board of Supervisors approved a First Amendment to increase the Agreement by $125,000 and extend the term to June 30, 2005, with the understanding that funding would be added at a later date for the last two years of the Agreement. |

Discussion |
This Second Amendment is to add funding in the amount of $194,800 or $8,800 monthly for 21 months, $184,000, plus $10,000 for Separate Services Customization and/or Travel Expenses to the end of the Agreement. EDS is the sole source provider for these services. This Agreement will continue to provide system maintenance of existing components to SMART. The Director of Information Services Department (ISD) concurs with this discussion.
County Counsel has reviewed and approved this Amendment as to form. |

Vision Alignment |
The Agreement with Electronic Data Systems keeps the commitment of: Responsive, effective, collaborative government and goal number 21: County employees understand, support and integrate the County vision and goals into the delivery of services. The contract contributes to this commitment and goal since EDS provides enhanced maintenance and support of the Agency's SMART System, ensuring that comprehensive and effective case management and reporting tools are available to those that directly provide client services and policy-makers. |

Fiscal Impact |
The Second Amendment increases the amount by $194,800, for a total Agreement obligation of $429,800. The term remains unchanged at July 1, 2001 to June 30, 2005. The amended amount of $194,800 has been included in the Adopted Budget for FY 2003-04. This cost will be funded with 50%, or $97,400, state and 47.5%, or $92,530, federal revenue. The Net County Cost will be $4,870 for FY 2003-04. |
