Agreements for the Extension of Hickey Boulevard and the Dissolution of the San Bruno Mountain Joint Powers Authority - South San Francisco/Colma Area

 

Recommendation

A.

Approve an Appropriation Transfer Request (ATR) that transfers an aggregate of $665,318 in the Road Fund from Services and Supplies to Other Charges (Aid to Cities) to complete the financing of an $815,318 cash contribution to the City of South San Francisco as negotiated by Supervisors Church and Nevin, for the Construction of the Hickey Boulevard Extension (now called Lawndale Boulevard) from Hillside Boulevard to Mission Road (Extension) - 4/5ths vote required; and

 

B.

Adopt a resolution authorizing the President of the Board to execute agreements with the City of South San Francisco which:

 
 

1.

provides the County's contribution as described above to finance the construction of the Extension (Hickey Agreement); and

 
 

2.

dissolves the San Bruno Mountain Joint Powers Authority, and transfers the responsibility for maintaining the catchment basins on San Bruno Mountain in conjunction with the South Slope Development to the City of South San Francisco (JPA Dissolution Agreement).

 

Previous Board Action

1.

Authorized the purchase of the real property in the Town of Colma for the proposed Extension of Hickey Boulevard.

 

2.

Entered into a Joint Powers Agreement with the City of South San Francisco which formed a Joint Powers Authority (JPA), financed by the County, to pay for the maintenance of catchment basins in conjunction with the South Slope Development Project in South San Francisco.

 

3.

Adopted the Negative Declaration for the Extension Project.

 

Key Facts

The Extension provides an east/west connection to the South San Francisco BART Station and will off load traffic from Evergreen Drive, a residential street that parallels the Extension alignment and which is also connected to Hillside Boulevard and Mission Road.

 

The City has agreed to accept the obligation to maintain the catchment basins that were and are being constructed for the benefit of the South Slope Development which is within the corporate limits of South San Francisco, in exchange for a County contribution for constructing the Extension.

 

South San Francisco has or will also enter into an agreement with the Town of Colma, as the Town has also agreed to finance a portion of the Extension.

 

Background

The Hickey Boulevard Extension was envisioned in the early 70's as part of an overall City/County Highway Plan to provide an east/west arterial road in the Colma/South San Francisco area. The County purchased a 90-foot strip of property from Holy Cross Cemetery for the Extension on the southern edge of the Town of Colma, as residential development had already occurred on the adjacent property within the City of South San Francisco. However, the project did not go forward as a connection between Mission Road and El Camino Real within the corporate limits of South San Francisco was not do-able at that time.

 

The two Cities renewed their interest in constructing the Extension with the decision to build the South San Francisco BART Station on Mission Road near the Extension's alignment, and BART constructed a public road from El Camino Real to Mission Road as part of their project.

 

Discussion

Supervisors Church and Nevin and the County Manager met with representatives of the two cities and negotiated the County's share of cost, which is provided for in the proposed Hickey Agreement. The County will, by the terms of the Hickey Agreement, contribute a total of $1.1 Million to the project ($284,682 in past expenses for right-of-way acquisition and preparation of the Extension's environmental document; and $815,318 in cash). Colma and South San Francisco have or will enter into a separate agreement to share the remaining project costs as well as the cost of any future construction and maintenance of the new road.

 

Supervisors Church and Nevin also negotiated, as part of the County's contribution for the Extension, the dissolution of the JPA that was created by the South San Francisco/County Joint Exercise of Powers Agreement for the Maintenance of Catchment Basins on San Bruno Mountain, and that South San Francisco would assume responsibility for the maintenance and operation of these basins. The proposed JPA Dissolution Agreement dissolves the JPA and memorializes South San Francisco's assumption of the responsibility for the catchment basins that have or will be constructed, whether the basins are on County property or within the corporate limits of the City.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitments to be a "responsive, effective and collaborative government," and Goal Number 22 "County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County," as the construction of the Extension provides a connection to the South San Francisco BART Station and also offloads traffic from a residential street, and transfers the maintenance of the catchment basins appropriately to the City of South San Francisco.

 

Fiscal Impact

The agreement provides that the County will contribute $1.1 Million ($284,682 in previous costs and $815,318 in cash). We are recommending that the cash payment be financed from existing appropriations in the Road Fund as follows:

The ATR authorizes the movement of appropriations between major object codes in the accounting system. The amount appropriated for Judgments is in the same object code as Aid to Cities and therefore is not included in the ATR amount.

 

We are recommending the transfer of funds from the West Menlo Reconstruction Projects as the Road Fund recently financed the reconstruction of Ashton and Cedar Avenues as well as the Streetscape Project on the Alameda de las Pulgas, all within the West Menlo Park area. We have also just completed the survey on Barney Avenue and will be recommending that three (3) blocks of Barney Avenue in the West Menlo Park area not be reconstructed based on the results of the property owner survey. The use of a portion of the other line items - Contingencies, Judgments and All Other Projects - will not affect a specific project but will reduce the estimated fund balance in the Road Fund at the end of this fiscal year.

 

There is a positive impact to the General Fund as the General Fund was the source of revenue to finance the maintenance and operation of the catchment basins.

 

Forms of a resolution and agreements have been approved by County Counsel and the City of South San Francisco has executed the agreements.
