RESOLUTION AUTHORIZING A WAIVER FOR THE REQUEST FOR PROPOSAL PROCESS AND EXECUTION OF AN AGREEMENT WITH THE SAN MATEO COUNTY COMMUNITY COLLEGE DISTRICT TO PROVIDE PROFESSIONAL DEVELOPMENT AND CONTINUING EDUCATIONAL PROGRAMS FOR THE CHILD WELFARE SYSTEM FROM MARCH 1, 2004 THROUGH JUNE 30, 2005

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance, an Agreement in the amount of $326,400 for the term of March 1, 2004 through June 30, 2005, reference to which is hereby made for further particulars, whereby San Mateo County Community College District has agreed to offer Title IV-E community based training to enhance and strengthen the capacity of providers of service to children and youth at risk of abuse and neglect; and

WHEREAS, Contractor is a public post secondary educational institution that will provide professional development and continuing educational programs to child welfare and collateral support services; and

WHEREAS, Title IV-E of the Social Security Act provides Federal funding for children at risk of abuse and neglect and their families; and

WHEREAS, the San Mateo County Community College District is able to provide the local match for federal dollars; and

WHEREAS, training for staff of community based agencies will enhance the ability to provide prevention and early intervention services to children at risk of child abuse and neglect and their families; and

WHEREAS, it is in the best interest of the County to waive the Request for Proposal Process for the education programs; and

WHEREAS, this Board has been presented with a form of such Agreement and said Board has examined and approved same as to both form and content and desires to enter into the same.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Request for Proposal is waived and that the President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signature thereto.
