Execution of an amendment with Data Systems Group in an amount not to exceed $331,828.

 

Recommendation

Adopt a resolution executing an amendment with Data System Group "DSG" to extend the term of the Agreement by one year and increase the Agreement amount by $115,983 to an amount not to exceed $331,828.

 

Background

Since 1990, Data Systems Group has been working with the County supplying support and programming for the insurance claims editor program in the Business Services Office of San Mateo Medical Center (SMMC). This vendor was selected because it was one of the first vendors to develop in-house Medi-Cal electronic claims processing software. Since the original Agreement, DSG has expanded its capabilities to include software for the processing of Medicare and private insurance claims. DSG has worked extensively with SMMC and ISD staff to interface the Siemens Invision (Core) software with the DSG claims processing software.

 

Discussion

The Burlingame Long Term Care facility has increased the volume of insurance claim processing which requires that SMMC add new software user licenses to the existing DSG Agreement. In addition, the Revenue Services Division, which acts as SMMC's collection agency, will install DSG to process insurance claims.
Four new user licenses will be required: two for Revenue Services and two for Burlingame Long Term Care. Additional programming for Medicare, Medi-Cal, and Commercial Insurance billing for the Long Term Care Facility is required to ensure uninterrupted billing and further integration of disparate payors. Additionally, training and systems review are included in the additional fees. Given the requirement for additional programming it is recommended that the term of the Agreement be extended to June 30, 2005.

 

Vision Alignment

Extending the contract with Data Systems Group keeps the commitment to responsive, effective, and collaborative government, specifically goal number 22: County and local governments effectively communicate and collaborate in order to develop strategic approaches on issues affecting the entire County. This contract contributes to this goal because Data Systems Group is assisting San Mateo Medical Center in facilitating effective communication and collaboration between County departments and state, federal, and private insurance agencies.

 

Fiscal Impact

This Amendment increases the Agreement amount by $115,983 for a total obligation of $331,828. Funding for this Amendment is included in the ISD proposed fiscal year 2004-2005 budgets.
