Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Summary

The salary ordinance changes herein represent:

· reclassifying four positions,

· splitting one full time position into two half time positions,

· adding one extra help salary rate, and

· adding one new differential.

These actions were approved for study by the County Manager's Office.

Fiscal Impact

The reclassification actions represent a monthly salary and benefit cost of $2851 or an annual cost of $34,212.

This amendment has been reviewed by the County Counsel's Office.

ORGANIZATION 13000 OFFICE OF THE ASSESSOR-COUNTY CLERK-RECORDER

Action:

Reclassify: One position of B182S, Community Program Specialist - unclassified series

Biweekly Salary: $1635.20 - 2687.20

Approximate Monthly Salary: $3543 - 5823

To: One position of B271, Program Services Manager II - unclassified

Biweekly Salary: $2769.60 - 3461.60

Approximate Monthly Salary: $6001 - 7501

Explanation:

This is an upward reclassification of one vacant position of Community Program Specialist to the classification of Program Services Manager II. In July 2003 this position was downgraded from a Program Services Manager II position to the classification of Community Program Specialist in anticipation of duties being changed. The position was not filled, the duties were not shifted and the department has determined that the original distribution of duties is the most practical for effective delivery of services. Thus it is appropriate to change the position back to the original classification.

This action represents a monthly salary and benefits cost of $2181 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 32000 PROBATION DEPARTMENT

Action A:

Split: One full time position of C001S, Deputy Probation Officer series

Biweekly Salary: $1836.80 - 2712.00

Approximate Monthly Salary: $3980 - 5876

Into: Two half time positions

Same salary range

Explanation:

This is the splitting of one full time Deputy Probation Officer position into two half time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action increases the total number of authorized positions by one.

Action B:

Reclassify: One position of E002, Administrative Secretary II

Biweekly Salary: $1552.80 - 1940.80

Approximate Monthly Salary: $3365 - 4205

To: One position of E003, Administrative Secretary III

Biweekly Salary: $1628.80 - 2036.00

Approximate Monthly Salary: $3529 - 4412

Explanation:

This is an upward reclassification of one filled position of Administrative Secretary II to the classification of Administrative Secretary III. The duties of the position have been changed to include more complex secretarial and office administrative services as well as assisting in organizing and coordinating the work of the office. These duties are more appropriately classified at the Administrative Secretary III level. This action represents a monthly salary and benefits cost of $269 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 57000 AGING AND ADULT SERVICES

Action:

Add: A differential of 10% for one person serving as Deputy Director of the Division.

Explanation:

This is the addition of one differential of 10% for one person serving as Deputy Director of the Division during organizational and operational changes caused by current and anticipated staff turnover. The net monthly cost of this differential is $620 but is fully offset by salary savings accrued by under filling other management positions. There is no change in the total number of authorized positions.

ORGANIZATION 66000 SAN MATEO MEDICAL CENTER

Action A:

Add: One new extra help classification of I080, Relief Respiratory Therapist - night shift - extra help

Salary Rate: $30.98 per hour

Explanation:

This is the addition of one new extra help classification salary rate for the class of Relief Respiratory Therapist - night shift. The division has been having significant difficulty in covering night shift assignments and this change will provide the same salary differential for extra help staff who work nights as currently provided for permanent staff. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Action B:

Reclassify: One position of T076, Lead Custodian

Biweekly Salary: $1292.80 - 1616.00

Approximate Monthly Salary: $2801 - 3502

To: One position of E334S, Office Assistant series

Biweekly Salary: $1056.80 - 1518.40

Approximate Monthly Salary: $2290 - 3290

Explanation:

This is a downward reclassification of one vacant position of Lead Custodian to the classification of Office Assistant. The division has changed supervisory patterns to provide appropriate coverage for custodial staff but needs office support staff help. This change will provide that support. This action represents a monthly salary and benefits savings of $276 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

Reclassify: One position of E411S, Patient Services Assistant series

Biweekly Salary: $1265.60 - 1668.00

Approximate Monthly Salary: $2742 - 3614

To: One position of E414, Patient Services Specialist

Biweekly Salary: $1526.40 - 1908.00

Approximate Monthly Salary: $3307 - 4134

Explanation:

This is an upward reclassification of one filled position of Patient Services Assistant II to the classification of Patient Services Specialist. This change will more accurately reflect the performance of billing functions. The fundamental duties are processing Medi-Cal and CHDP claims, reviewing source documentation, issuing and auditing reports, and maintaining JCAHO standards and State regulations regarding timelines for submitting claims for reimbursement. These duties are more appropriately represented by the Patient Services Specialist classification. This action represents a monthly salary and benefits cost of $676 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.
