Inclusion of a Portion of Coronado Avenue into the County Maintained Road System - Miramar Area of the MidCoast

 

Recommendation

Adopt a resolution accepting Coronado Avenue from Highway One to its northeasterly terminus into the County maintained road system.

 

Previous Board Action

Adopted Ordinance No. 03656 which specifies the conditions that need to be met in order to bring a road in the MidCoast with less than standard improvements into the County maintained road system.

 

Key Facts

Property owners on Coronado Avenue have met the five conditions specified in the Ordinance that must be met before a road can be considered for inclusion into the County maintained system.

 

Discussion

The five conditions that have been met are:

 
 

A.

Petition for inclusion: property owners representing over 50 percent (50%) of the road frontage have submitted a petition requesting inclusion of the road into the maintained system.

 
 

B.

Road must be one or more entire blocks: The length of Coronado Avenue proposed for inclusion is two (2) blocks (see map attached).

 
 

C.

Fifty percent (50%) of frontage must be developed: At least fifty percent (50%) of the road frontage to be included is developed with main buildings supporting the principal permitted use of the parcels.

 
 

D.

Road is a minimum 16-feet-wide gravel and oil or asphalt paved travel way, with shoulders and drainage swales or channels: The homeowners retained a contractor to improve the road to meet the minimum requirements. The Roads Division has confirmed that the improvements meet or exceed the minimum requirements.

 
 

E.

Road is contiguous with an existing County maintained road or State highway: Coronado Avenue is contiguous to Highway One, a State highway.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment of a "responsive, effective and collaborative government" as the property owners have met the conditions for acceptance of a road into the maintained system as previously determined by your Board.

 

Fiscal Impact

The maintenance of this section of Coronado Avenue, a length of approximately 0.26 miles (1,350 feet), will become the responsibility of the County if it is brought into the County maintained system. The average cost to maintain a 1,350-foot length of road is $3,600 per year, which is proposed to be paid for with Road Funds. There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
