SUBJECT:

Resolution 617-C authorizing the Director and/or the Manager Of Housing Operations to submit an application for operating subsidy to the U.S. Department of Housing and Urban Development (HUD) for the Fiscal Year ending June 30, 2005.

 

Recommendation

Adopt Resolution 617-C authorizing the Director and/or the Manager of Housing Operations to submit an application for Operating Subsidy to the U.S. Department of Housing and Urban Development (HUD) for the Fiscal Year ending June 30, 2005.

 

Background

HUD makes operating subsidy funds available to housing authorities to assist in the operation of public housing units. For Fiscal Year 2003-04, the Housing Authority of the County of San Mateo received $391,729 to assist in the operations of Midway Village and El Camino Village. Most of the funding was used to provide partial compensation for the loss of rental income from vacancies caused by the toxic soil remediation.

 

HUD regulations require that the Housing Authority submit an approved Resolution along with an application for operating subsidy. This year's national funding level has not been set and some of the HUD supplied information is still not available. To expedite the submission of our application when all information is available we are requesting that the Board of Commissioners approve this Resolution.

 

Discussion

This Resolution is required by HUD to process an application for operating subsidy. The Resolution has been reviewed and approved by the County Counsel's Office as to form.

 

Vision Alignment

The application for operating subsidy keeps the commitment of: Offering a full range of housing choices and goal 9: Housing exists for people at all income levels and for all generations of families. Operating subsidy provides funds to continue to operate and make quality housing available to the residents of San Mateo County.

 

Fiscal Impact

There is no Net County Cost associated with this action. All funds being requested come from the U.S. Department of Housing and Urban Development.
