Second Amendment to the Agreement with Second Harvest Food Bank for the Family Harvest and Operation Brown Bag Programs

 

Recommendation

 

Adopt a Resolution Authorizing the Execution of a Second Amendment to the Agreement with Second Harvest Food Bank.

 

Background

 

Second Harvest Food Bank is a sole proprietor agency that provides food and nutritional services to the residents of San Mateo County. This organization has provided food to needy families and individuals in the County of San Mateo for several years and has always met or exceeded their pre-established annual goals.

 

Second Harvest Food Bank has provided services through Operation Brown Bag and Family Harvest Programs. Operation Brown Bag is a self-help program assisting very low income seniors and disabled seniors by providing supplemental food on a weekly basis. Operation Brown Bag enables these seniors to remain independent for a longer period of time.

 

Family Harvest assists families with dependent children by providing three full bags of groceries once a month, as supplemental food.

 

On July 16, 2003. The Operation Brown Bag Program of Second Harvest Food Bank was awarded $10,800 of CDBG funds, which were included in the FY 2003-04 First Amendment to Agreement # 71000-03-C076. The First Amendment increased the funding by $10,800 and extended the term date from August 1, 2002 to June 30, 2004. At the same time, the First Amendment deleted the Family Harvest Program. In this Second Amendment, we are reinstating the Family Harvest Program and increasing funds by $46,547 from General Funds bringing the County total obligation to $114,694.

 

The Family Harvest Program provides food assistance to low income households residing in San Mateo County. Under this program, the Contractor will schedule weekly deliveries to Contractor's Distribution Centers, continue promoting canned food drives with schools, businesses and organizations to obtain food for distribution to needy County residents, and coordinate food purchase with acquired Season of Sharing and other donated funds.

 

The Operation Brown Bag Program provides food assistance to low-income elderly by distributing a weekly bag of groceries to those meeting the criteria. In addition, two nutrition and consumer education workshops are conducted at each of the Brown Bag distribution sites during the year.

 

Discussion

 

Second Harvest Food Bank will provide food services that include, but are not limited to, collection and distribution of 4,000,000 pounds of food to nonprofit agencies serving low-income individuals in San Mateo County.

 

This Second Amendment to the Agreement has been approved by the County Counsel's office as to form.

 

Risk Management has reviewed and approved the contractor's insurance coverage.

 

Vision Alignment

 

The Agreement with the Second Harvest Food Bank keeps the commitment of: Ensure basic health and safety for all and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others-achieve a better quality of life. The Agreement contributes to this commitment and goal by providing food to individuals in need.

 

Fiscal Impact

 

The Second Amendment to this Agreement adds $46,547 from the General Fund, which is included in the Housing adopted budget for FY 2003-04. There is no increase in Net County Cost.
