Supplemental Agreement with the Department of Veterans Affairs Palo Alto Health Care System for Willow Clinic and the Methadone Treatment Program

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute a Supplemental Agreement with the Department of Veterans Affairs Palo Alto Health Care System for provision of space and resources for Willow Clinic and the Methadone Treatment Program.

 

Background

In March 1997, your Board approved a Sharing Agreement with the Department of Veterans Affairs Palo Alto Health Care System (VAPAHCS) for space in Building 334 on the Menlo Park campus to locate and operate the Willow Clinic. The clinic has been operational since that time. Your Board approved an amendment to this agreement in February 2002 which added space and services to the clinic.

On June 6, 2000, your Board directed the Health Department to take over the operations of the County's Methadone Treatment program. On June 16, 2000, the County, with the cooperation of the VAHPHCS, took possession of a portion of Building #137 on the Menlo Park campus for the operation of the Methadone Clinic, which opened on July 1, 2000. Subsequently, the Methadone Clinic, now a unit of San Mateo Medical Center, was relocated by VAHPHCS to Building #332, which was renovated for the County for this purpose and has been occupied since October, 2002

 

Discussion

The current Sharing Agreement is a one-year contract for space and services conducted between VAPAHCS and the County for the Willow Clinic and the Methadone Program, renewable for up to four years with each successive year's agreement to be brought to the Board for approval. This agreement includes rent for the 10,783 square foot clinic; use of radiological, optometric and dental equipment as well as laboratory services. The lease for space and maintenance of the 3,200 square foot Methadone Clinic is also incorporated into this agreement. This supplemental agreement serves as the renewal document for the third and fourth option years of the current Sharing Agreement, which has been modified to meet the changing needs of the County.

County Counsel and Risk Management have both reviewed and approved this agreement.

 

Vision Alignment

This agreement keeps the commitment to Ensure Basic Health and Safety for All and goal number 5: Provide residents access to healthcare and preventive care. The agreement contributes to this commitment and goal by continuing to provide health services for patients at the Willow Clinic.

 

Fiscal Impact

The term of the Willow Clinic and Methadone Program Sharing Agreement is

August 11, 2003 to August 10, 2005. The maximum amount of the agreement is $1,007,904 for Option year 3 (August 11, 2003 to August 20, 2004) and $1,058,990 for Option year 4 (August 11, 2004 through August 10, 2005). Funds for Option year 3 of this agreement have been included in San Mateo Medical Center's FY2003-04 budgets for the respective organizations. Funds will be included in future year budget requests.
