Pacific Coast Dream Machines Event - Half Moon Bay Airport

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with the Coastside Adult Day Health Center (Health Center) which allows the Health Center to conduct an Automobile Show and Aircraft Display at the Half Moon Bay Airport on Sunday, April 25, 2004 (4/5ths vote required).

 

Previous Board Action

Executed similar agreements with the Health Center each of the past thirteen years.

 

Key Facts

1.

Section 25536 of the Government Code allows the governing board, by 4/5ths vote, to enter into concession agreements to allow activities on airport property.

 

2.

The Half Moon Bay Airport Pilots' Association participates in the event and Airport businesses do not object to this event being held at the Half Moon Bay Airport. The Airport will be open for normal aircraft operations on the day of the event.

 

3.

This event is being produced as a fundraiser for the Health Center. In 2003, this event raised over $35,000.

 

Discussion

We have developed an Agreement with the Health Center which outlines the activities to be conducted and the responsibilities of the Health Center in conjunction with their proposed event. The Agreement provides that the Health Center is allowed to conduct a one-day event on Sunday, April 25, 2004. The event will consist of:

 
 

1.

A classic automobile concourse.

 

2.

Display of classic, racing, custom and exotic show cars.

 

3.

Vintage motorcycle exhibit.

 

4.

Display of working steam and gas engines; farm and military equipment.

 

5.

Static display of military, vintage and unusual aircraft.

 

6.

Airplane and helicopter rides.

 

7.

Tractor/truck pull competition.

 

8.

Fireman's competition (bucket brigade, hose cart relay, ladder relay).

 

9.

The sale of food, beer and wine from participating groups.

 

10.

The sale of tee shirts, memorabilia and other items by participating groups and vendors.

 

The agreement requires that the sale of alcohol during the event shall be in compliance with the County's sale of alcohol policies.

 

A $15 entrance fee will be charged to the general public with a $5 fee for Seniors and children ages 5-14. Children under five (5) are free. The Health Center has agreed to provide sufficient volunteers to coordinate parking and the general policing of the area to be used. They are also coordinating traffic control with the Sheriff's Office and the California Highway Patrol.

 

We have notified all tiedown and hangar tenants of the proposed event as well as the Fixed Based Operators, the Federal Aviation Administration (FAA) and the providers of emergency services. Additionally, the event has been advertised in the local newspapers.

 

The event as in previous years includes the static display of military and civilian aircraft including a Coast Guard Sikorski helicopter, a vintage DC-3, an F-18 Hornet fighter, a Yak-9 Russian fighter, an F-86 fighter jet and several P-51 Mustangs. We are proposing to grant a one-time waiver to the airport's 12,500-pound weight restriction for the specified display aircraft if your Board approves the proposed resolution.

 

The FAA has again agreed to staff a temporary air traffic control tower at the airport on the day of the event to handle the aircraft flying to and from the airport and to coordinate the aircraft rides during the event.

 

The Health Center asked that we allow overnight camping for the night preceding the event. However, the proposed agreement does not allow overnight camping due to safety and security problems during past years' events and on the recommendation of both the FAA and County's Risk Manager.

 

The Health Center is also notifying the Mid Coast Community Council of the proposed event and we will report any comments that they or we receive from the Council.

 

Vision Statement

We believe our recommendation is consistent with Goal Number 8 "help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life," of the Shared Commitment to "ensure basic health and safety for all," as approving the proposed resolution provides for a funding opportunity for the Health Center which provides services to vulnerable people.

 

Fiscal Impact

The Airport Fund will be reimbursed $3,000 for use of the facility, security costs and for the cost of overtime as additional personnel will be on duty during the event.

 

There is no impact to the General Fund.

 

A form of resolution and the agreement have been approved by County Counsel and the Health Center has executed the agreement.
