Partial Acquisition of County Owned Property by City of South San Francisco

 

Recommendation
Acting as the Governing Board of the San Mateo County Flood Control District (District), adopt a resolution authorizing the Board President, to execute a right of way contract and a grant deed to effect transfer of a portion of County Owned Property (COP #2043 / APN: 015-115-500) to the City of South San Francisco, and authorizing the County Manager or Designee to execute any additional documents necessary to close the transaction.

 

Background
The City of South San Francisco is making improvements to its pump station along Colma Creek near Airport Boulevard and San Mateo Avenue in the city of South San Francisco. The Flood Control District of the County of San Mateo owns a parcel of land adjacent to the City's pump station and adjoining the creek, a portion of which is needed for the City's Wet Weather Project improvements.

 

Discussion
The City made an initial offer of $26,700 for the 2,226 square foot area, which is part of a larger parcel of approximately 24,394 square feet which is owned by the Flood Control District. The Real Property Services Division determined the offer was inadequate and began negotiations with the City. During the negotiations the City filed an action in eminent domain and obtained an order for possession. A revised offer of $44,520 has been made by the City. The Real Property Services Division believes that the latest offer represents the fair market value of the property, and recommends concluding the sale at that price.

The proposed transfer keeps the commitment of Responsive, Effective and Collaborative Government and goal number 20: Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain. The transfer contributes to this commitment and goal by providing local government the ability to make necessary improvements to protect the community and the environment.

 

Fiscal Impact
Funds collected from the sale will be deposited with the Flood Control District.
