Amendment to the Agreement with Pleasant Care Corporation of Millbrae dba Emmanuel Residential of Millbrae

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an Amendment to the Agreement with Pleasant Care Corporation of Millbrae dba Emmanuel Residential of Millbrae.

 

Background

On December 17, 1985 your Board approved a resolution authorizing expenditures for residential care facilities serving mentally ill clients. Emmanuel Residential operates a board and care facility for difficult-to-place clients. The original Agreement signed by your Board on September 25, 2001, was for 12 beds.

 

Consistent with the Mental Health Services Division Plan, contracts for these services are offered to any qualified provider.

 

Discussion

This Amendment increases the number of beds available to the County by 8 to a maximum of 20 beds. The 8 additional beds will be filled by clients who will be moved from other board and care facilities with whom the County is no longer contracting for these services.

 

Current Health Insurance Portability and Accountability Act of 1996 (HIPAA) requirements have also been added to this amended Agreement.

 

Vision Alignment

This amended Agreement with Emmanuel Residential keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people the aged, disabled, mentally ill, at risk youth, and others achieve a better quality of life. The amended Agreement contributes to this commitment and goal by providing residential care for San Mateo County mentally ill adults.

 

Fiscal Impact

The term of this amended Agreement remains July 1, 2001 through June 30, 2004. The Amendment has been reviewed and approved by Risk Management and County Counsel.

 

The amended Agreement maximum is unchanged and remains $136,971, which covers the three-year term of the Agreement. The Agreement maximum is not increasing because during the first two years of the term of the Agreement, service utilization was lower than originally anticipated.

 

The amended Agreement maximum for FY 2003-04 is $74,401 which has been included in the approved FY 2003-04 Mental Health Services budget. Sales tax through realignment will cover 90% or $66,961. The remaining $7,440 represents the net County cost as maintenance of effort for realignment.
