Agreement with Sunny Hills Children's Garden

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with Sunny Hills Children's Garden for Day Treatment Services and Therapeutic Behavioral Services.

 

Background

Sunny Hills Children's Garden was founded in 1895, and currently provides residential, educational, and community-based mental health services in Marin County, California. The Day Treatment Services and Therapeutic Behavioral Services (TBS) programs are operated in compliance with regulations as stipulated in the contract between the State Department of Mental Health and San Mateo County. This Contractor is certified as a provider of Medi-Cal mental health services for San Mateo County, and has provided services to San Mateo County clients since 2001.

 
Discussion

Effective July 1, 2003, the California State Department of Mental Health imposed new regulations for Medi-Cal reimbursement of TBS, Day Treatment Intensive Services and Day Treatment Rehabilitative Services. In response to these new regulations and for the period July 1, 2003 through October 31, 2003 this Contractor offered "unbundled" Outpatient Mental Health services in the form of Medication Support Services and Mental Health Services (individual and group therapies), in addition to Therapeutic Behavioral Services (TBS).

 

Effective November 1, 2003, Contractor reinstated their Day Treatment Services (Intensive and Rehabilitative) program, and began to offer these services again along with TBS. This Agreement reflects the new regulations and clarifies service and documentation procedures for TBS, and Day Treatment Services.

 

During FY 2003-04 Contractor will provide Day Treatment Services (both Intensive and Rehabilitative) and related outpatient mental health services, and TBS. This Agreement is late due to the Contractor changing their program offerings in response to new regulations and authorization procedures, and the complexity of the negotiations.

 

Consistent with contract approval level limitations in County Administrative Memorandum B-1, the Director of Health Services will be authorized to execute amendments and modifications to this agreement, not to exceed $25,000 in aggregate.

Vision Alignment

This Agreement with Sunny Hills Children's Garden keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people-the aged, disabled, mentally ill, at risk youth, and others- achieve a better quality of life. The agreement contributes to this commitment and goal by providing mental health services for youth.

 

Fiscal Impact

The term of this Agreement is from July 1, 2003 through June 30, 2004.

 

The contract maximum of $147,858 is included in the approved FY 03-04 budget. State allocations for AB3632 services will fund 57% or $84,279. The balance of $63,579 is net County cost, which has been included in the FY 03-04 budget.
