Second Amendment to the Agreement with Peninsula Community Foundation

 

Recommendation

Adopt a Resolution authorizing the execution of a Second Amendment to the Agreement with Peninsula Community Foundation (PCF), to add $412,583 for the FY 2003-04 and $137,528 for FY 2004-05, for the implementation of the Promoting Safe and Stable Families (PSSF) Program Planning Activities.

 

Background

The Federal Omnibus Budget Reconciliation Act of 1993 provided funds to develop and implement a program for promoting safe and stable families. The program provides primary community-based prevention activities and services for families at risk. The Board of Supervisors designated the Peninsula Partnership, a Countywide collaborative of public and private agencies, foundations and community members, to oversee San Mateo County's Five-Year Implementation Plan for PSSF.

 

On April 2, 2002, the Board of Supervisors approved an Agreement with PCF, Resolution Number 65165 in the amount of $649,087 for the Federal Fiscal Year (FFY) 2001-02, PSSF funds.

 

On March 11, 2003, the Board of Supervisors approved the First Amendment with PCF, Resolution Number 65873 in the amount of $749,744 for the FFY 2002-03, PSSF funds.

 

Discussion

The San Mateo County Human Services Agency wishes to enter into a Second Amendment to the Agreement with PCF as the fiscal sponsor for the Peninsula Partnership FY 2003-04, and for the first quarter FY 2004-05 PSSF funds. With the support and oversight of the Peninsula Partnership Council and staff, the collaborative will continue to use PSSF funds to improve outcomes at the client, community and system levels. Success will be measured by the extent to which existing resources are redirected to implement comprehensive, integrated and community-based programs, which support families to accomplish the outcomes of learning readiness in kindergarten and academic success by third grade.

 

Each collaborative has programs that support kindergarten readiness and academic achievement by the third grade. The comprehensive, community-based prevention initiatives, like the Peninsula Partnership, expect the outcomes to be achieved over a longer term.

 

This Agreement has been reviewed and approved as to form by the County Counsel's office. Risk Management has reviewed and approved the contractor's insurance coverage.

 

Vision Alignment

The Agreement with PCF keeps the commitment of: Ensuring basic health and safety for all and goal number 6: Children grow up healthy in safe and supportive homes and neighborhoods. The Agreement contributes to this commitment and goal since the PCF will administer sustainability funding to Family Resource Centers and Community Collaboratives that will provide programs to ensure kindergarten readiness and academic success by the third grade.

 

Fiscal Impact

The term of this Agreement remains the same October 1, 2001 through September 30, 2004.

 

This Amendment is adding $550,111 to the Agreement for a new total obligation of $1,948,942, which will be funded through the County's allocation for Promoting Safe and Stable Families Program. There is no Net County Cost.
