Recommendation |
Adopt an Ordinance establishing a No Parking Zone on Edgewood Road (County Road No. 24) approximately 400 feet east of Canada Road. |

Key Facts |
The California Vehicle Code provides that local agencies can establish No Parking Zones on streets under the agencies' jurisdiction. |
|
The Parks Division of the Environmental Services Agency has requested this No Parking Zone to keep the entrance to one of the hiking trails into Edgewood County Park clear of vehicles. |

Discussion |
The Parks Division has requested this No Parking Zone as equestrian and pedestrian access to this trail entrance into Edgewood County Park is often blocked by vehicles parked on the shoulder. Trail users are then required to use the travel lane in order to get to and from the trail entrance. |

We agree with the Parks Division that the safety of motorists, pedestrians and equestrians will be improved by the establishment of the No Parking zone as proposed. |
|
The No Parking Zone will begin approximately 400' feet east of Canada Road and extend to a point approximately 710' east of Canada Road for a total distance of 310'. We do not believe that overall parking in the area will be impacted as there is sufficient parking near the intersection of Edgewood and Canada Roads for both the trail users and bicyclists who use the Canada/Edgewood Road intersection as a start/end point for their bicycle rides. |

Vision Alignment |
We believe our recommendation is consistent with Goal Number 7, "maintain and enhance the public safety of all resident visitors" of the Shared Vision Commitment to "ensure basic health and safety for all," as the No Parking zone will increase the safety for the citizens that enter Edgewood County Park at this location. |

Fiscal Impact |
The estimated cost of signing the No Parking Zone is $500 and is proposed to be financed with Road Funds. There is no impact to the General Fund. |

A form of ordinance authorizing the installation of the proposed No Parking Zone has been approved by County Counsel. |
