RESOLUTION APPROVING AMENDMENTS TO THE SAN MATEO COUNTY LOCAL COASTAL PROGRAM VISUAL RESOURCES COMPONENT TO ENACT NEW DESIGN STANDARDS FOR ONE-FAMILY AND TWO-FAMILY RESIDENTIAL DEVELOPMENT IN THE MIDCOAST

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that:

 

WHEREAS, the Midcoast LCP Update Project called for the revision of existing design review criteria to complement recently enacted Midcoast house size limits and promote the preferred scale and character of the community; and

 

WHEREAS, the Board of Supervisors requested that the newly formed Coastside Design Review Committee (CDRC) take the lead in developing new Midcoast design standards; and

 

WHEREAS, the CDRC held monthly or twice-monthly public meetings from October 2001 to January 2003 to develop a draft set of design standards for one-family and two-family residential development, and from January to May 2003, three community workshops and five additional public meetings were held to gather public input and further refine the proposed standards; and

 

WHEREAS, on August 27, 2003, the Commission held a public hearing to consider the draft Design Standards for One-family and Two-family Residential Development in the Midcoast prepared by the CDRC and tentatively approved them; and

 

WHEREAS, on December 10, 2003, the Planning Commission held a public hearing to consider, and recommended approval of, a General Plan Amendment to revise LCP Visual Resource Component Policies 8.12 and 8.13a to enact the new Design Standards; and

 

WHEREAS, on March 23 and April 20, 2004, the Board of Supervisors held public hearings to consider the General Plan Amendment to revise LCP Visual Resource Component Policies 8.12 and 8.13a to enact the new Design Standards; and

 

WHEREAS, public notice of all hearings was made to ensure maximum public participation, and all interested parties were afforded the opportunity to be heard; and

WHEREAS, the County of San Mateo intends to adopt and implement amendments to its LCP in a manner fully consistent with the California Coastal Act.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors amends LCP Visual Resource Component Policies 8.12 and 8.13a to read as follows:

 

8.12

General Regulations

     
 

a.

Apply the Design Review (DR) Zoning District regulations to urbanized areas of the Coastal Zone.

     
 

b.

Locate and design new development and landscaping so that ocean views are not blocked from public viewing points such as public roads and publicly owned lands.

     

8.13

Special Design Guidelines for Coastal Communities

     
 

a.

Montara-Moss Beach-El Granada-Miramar

     
   

(1)

All Development

       
     

To the extent feasible, design development to minimize the blocking of views to or along the ocean shoreline from Highway 1 and other public viewpoints between Highway 1 and the sea. Public viewpoints include coastal roads, roadside rests and vista points, recreation areas, trails, coastal accessways, and beaches. This provision shall not apply in areas west of Denniston Creek zoned either Coastside Commercial Recreation or Waterfront.

       
   

(2)

One-family and Two-family Development

       
     

Apply the Standards for Design of One-family and Two-family Residential Development in the Midcoast, contained in the Design Review (DR) Zoning District regulations.

       
   

(3)

All Development Other than One-family and Two-family Development

       
     

In addition to applying the appropriate design standards contained in the Design Review (DR) Zoning District regulations (Standards for Design in Other Areas), apply the following special design guidelines to supplement the design criteria in the Community Design Manual.

         
     

(a)

Design structures that fit the topography of the site and do not require extensive cutting, grading, or filling for construction.

         
     

(b)

Employ the use of natural materials and colors that blend with the vegetative cover of the site.

         
     

(c)

Use pitched, rather than flat roofs that are surfaced with non-reflective materials except for the employment of solar energy devices.

         
     

(d)

Design structures that are in scale with the character of their setting and blend rather than dominate or distract from the overall view of the urbanscape.

         
     

(e)

In areas east of Denniston Creek zoned Coastside Commercial Recreation, the height of development may not exceed 28 feet from the natural or finished grade, whichever is lower.
