Recommendation |
Adopt a resolution authorizing the execution of a Project Labor Agreement (PLA) by the President of the Board of Supervisors with the San Mateo County Building and Construction Trades Council and unions for the San Mateo County Youth Services Center. |

Background |
Design and construction of the San Mateo County Youth Services Center was authorized by the Board of Supervisors on October 22, 2002, by Resolution No. 65620. The main facility consists of a Juvenile Hall, Girls Camp, Juvenile Courts, Probation Administration, and Juvenile Probation Offices for a total of approximately 245,763 GSF. The project is partially funded by a $21,105,000 Federal grant and the balance by lease revenue bonds. The Federal grant mandates occupancy by September 2006. Supervisors Richard Gordon and Michael Nevin are the Board's committee on the project. |

Discussion |
The San Mateo County Youth Services Center is a large and important project for the County of San Mateo. Completing the project within the Federal grant timeframe will require a large number of skilled workers in various trades. The project will employ an average of 126 workers throughout the construction period, and during peak productivity, the work force will reach 355. Projects of this magnitude can expect labor disagreements, which are disruptive to the work and delay progress. A PLA requires the work to continue during the resolution process. The San Mateo Community College District and the City of San Mateo have recently entered into PLA's to ensure on time completion of their important projects. The recommended PLA was developed with those two agreements as models. William Nack, Business Manager/Executive Officer of the San Mateo County Building and Construction Trades Council, represented the unions in developing the proposed agreement. Supervisors Gordon and Nevin recommend the Board of Supervisors enter into a PLA with the San Mateo County Building and Construction Trades Council and unions who will be providing work for the Youth Services Center. By executing such an agreement, the County and the general public can expect the project to proceed in an orderly manner without labor disruptions. |

The construction of the San Mateo County Youth Services Center keeps the commitment of "Ensure basic health and safety for all" and goal number eight: "Help vulnerable people--the aged, disabled, mentally ill, at-risk youth and others--achieve a better quality of life". This project contributes to the commitment and goal by consolidating youth services in one location in a new state-of-the-art facility to benefit youth, families, staff, and community. |
