Recommendation

Adopt a resolution rejecting the bid received on Bid Package 4, authorize rebidding, and authorize the Assistant County Manager to accept and approve the bids related to underground utilities for the Youth Services Center and execute a revision order and assignment necessary for award thereof up to a total amount of $3.5 million.

 

Background

On October 22, 2002, by Resolution No. 65620, the Board of Supervisors authorized the County Manager's Office to execute an agreement with Turner Construction Company to provide construction management, architectural and engineering services for the San Mateo County Youth Services Center. On July 15, 2003, by Resolution No. 66138, the Board of Supervisors approved the plans and specifications for the project and authorized the Assistant County Manager to set the bid opening.

 

Discussion

Under the Turner contract, the County receives bids for the construction work from trade contractors. Upon determination of the lowest responsive bidder, the County assigns the bids to Turner who executes a contract with the trade contractors. The assignment is accomplished by execution of an Assignment of Bid form and a revision order to Turner's contract.

Bids for Bid Package 4, underground utilities, were due on April 8, 2004. One bid was received for $2,658,726, which is $422,601 (19%) over the Construction Manager's estimate. Several other contractors were planning to submit bids but were unable to complete their estimate by the bid date. It is recommended that the bid be rejected and rebid.

Rebidding Bid Package 4 will require additional time, which was not anticipated in the project schedule. The additional time would be minimized by authorizing the Assistant County Manager to execute the documents necessary to accept a bid which is within the project budget and execute the documents necessary to award the contract. By approving this resolution, the County will be in a position to award promptly the lowest, responsive utility bid as soon as it is received.

 

Vision Alignment

The construction of the San Mateo County Youth Services Center keeps the commitment of "Ensure basic health and safety for all" and goal number eight: "Help vulnerable people--the aged, disabled, mentally ill, at-risk youth and others--achieve a better quality of life". This project contributes to the commitment and goal by consolidating youth services in one location in a new state-of-the-art facility to benefit youth, families, staff, and community.

 

Fiscal Impact

The project budget is $125 million. This project is funded by the sale of lease revenue bonds.
