Recommendation |
|
Adopt a resolution authorizing the Director of Health Services Agency to apply for and accept grant funds as the lead agency from the California Integrated Waste Management Board for all Used Oil, Household Hazardous Waste and Tire Grants for fiscal years 2004-2009. |

Background |
California Integrated Waste Management Board (CIWMB) administers several grants, established through state legislation, including the California Oil Recycling Enhancement Act and Assembly Bill 1220 that are vital in ensuring hazardous and damaging waste does not pose a health threat to the public or the environment. CIWMB allocates these funding sources to Local Enforcement Agencies (LEA) and cities and counties to establish, implement, and maintain programs that meet grant requirements. In San Mateo County, the Environmental Health Services Division receives and manages annual grant funding from the CIWMB for the Used Oil, Household Hazardous Waste and the Tire inspection programs. Each year the Division must renew its application to receive the grants. Although County Manager's Memorandum B-5 states departments are not required to submit a resolution to apply for grants, the CIWMB does require a resolution to apply for all CIWMB grants. |

Discussion |
The Used Oil program collects over 60,000 gallons of used oil for recycling annually. Program staff also provides pollution prevention education and collection opportunities to the population of San Mateo County. The HHW Program staff holds weekly collection events at various locations throughout the County, diverting over 100,000 gallons of hazardous waste from landfill disposal. Improperly disposed-of tires become a solid waste disposal problem and breeding ground for vectors of disease, endangering the public health. |

These three programs provide critical opportunities for residents to properly manage their waste, in order to keep it from ending up in landfills and to avoid polluting the environment. |

The ability to apply for and manage the Used Oil, HHW and Tire Grants with CIWMB keeps the commitment of ensuring basic health and safety for all and goal number 7: to maintain and enhance the public safety of all residents and visitors. The ability to apply for these grants contributes to this commitment and goal by providing the necessary monies to implement environmental programs. |

Fiscal Impact |
The appropriations and revenue for FY 2003-04 are a part of the approved budget. The budgeted amounts for FY 2003-04 are $202,450 for the Used Oil Grant, $279,868 for the Waste Tire Grant, and $300,000 for the HHW Grant. The appropriations and revenue for future years will be included in future budgets. There is no net County cost associated with these grant programs. |
