Acceptance of a Grant Award from Leland Stanford University

Adopt a resolution accepting a grant from the Leland Stanford University in the amount of $92,991

Approve an Appropriation Transfer Request (ATR) to accept unanticipated revenue ($92,991) for FY2003-04 and appropriate new revenue to
Salaries and Benefits ($92,991).

 

Background

The Clinical Trials and Research Unit of the San Mateo Medical Center was established by the Health Services Agency in 2000 in order to provide a mechanism and infrastructure for the conduct of clinical treatment trials and medical or psychosocial research projects for the benefit of the residents of San Mateo County. A preliminary assessment by the Unit staff identified Hepatitis C as a problem affecting many of the County's patients with HIV. The Clinical Trials and Research Unit discovered that patients are not responding to the current drug treatments. This trial will evaluate patient's response to this new drug treatment.

 

Discussion

In July 2004 Stanford University contacted the Clinical Trials and Research Unit to participate in clinical trials at four County clinics evaluating the Stanford Health Education and Risk Reduction Training (HEAR2T) program in a high-risk population of low socioeconomic status (SES) served by the county health care system of San Mateo County. On August 1, 2003, Stanford University notified the County that our site was selected to participate in the clinical trial. The County will receive $92,991.00 for FY2003-04. The term of the agreement to conduct the study is September 1,2003 through March 31, 2004.

The primary purpose of this study is to access the safety and effectiveness of the HEAR2T in defining optimal disease management in low-SES populations.

Vision Alignment

This agreement keeps the county's commitment of Responsive, effective and collaborative government, and goal number 21, County employees understand, support and integrate the County vision and goals into their delivery of services. This agreement contributes to this commitment and goal by participating in a study to access the safety and effectiveness of HEAR2T program with clients from low socioeconomic status (SES) served by the county health care system of San Mateo County.

 

Fiscal Impact

The total amount of the award is $92,991.00. The County will receive $92,991 for FY 2003-2004. Administrative oversight, technical assistance, and project monitoring will be provided by existing Clinical Trials and Research staff. There is no net county cost associated with this project.
