Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

Summary

The salary ordinance changes herein represent:

· combining four half time positions into two full time positions,

· adjusting the salary of one classification,

· adding five new positions, and

· implementing the San Mateo Medical Center Pharmacy Study.

These actions were approved for study by the County Manager's Office.

Fiscal Impact

The reclassification actions represent a monthly salary and benefit cost of $1807 or an annual cost of $21,684.

 

This amendment has been reviewed by the County Counsel's Office.

 

ORGANIZATION 25000 DISTRICT ATTORNEY'S OFFICE

Action:

Change: The salary range of the classification of D193, Chief Inspector:

Biweekly Salary: $3366.40 - 4208.00

Approximate Monthly Salary: $7294 - 9118

To: Biweekly Salary: $3601.60 - 4502.40

Approximate Monthly Salary: $7804 - 9756

Explanation:

This is the salary range adjustment of one classification of Chief Inspector. It has been requested that the salary for this position be linked to that of the Captain position in the Sheriff's Office. On review the adjustment is appropriate. This action represents a monthly salary and benefits cost of $829 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 66000 SAN MATEO MEDICAL CENTER

Action A:

Combine: Four half time positions of F009S, Patient Care series

Biweekly Salary: $2560.80 - 3027.20

Approximate Monthly Salary: $5549 - 6559

Into: Two full time positions

Explanation:

This is the combining of four half time patient care positions into two full time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action decreases the total number of authorized positions by two.

Action B:

Add: One position of V250, Resource Specialist, Patient Financial Services System

Biweekly Salary: $2590.40 - 3238.40

Approximate Monthly Salary: $5613 - 7017

Explanation:

This action adds one new position of Resource Specialist, Patient Financial Services System to the San Mateo Medical Center. SMMC has identified additional data analysis duties necessary to develop and maintain accurate and comprehensive cost and utilization patterns for existing and new lines of service. Additionally duties would include assisting in business planning for new and expanded ancillary and inpatient services, and management of in-house and premium labor costs. These duties are appropriately described by the Resource Specialist classification. This action represents a monthly salary and benefits cost of $9122 based on filling the position at the top step of the range but the increased costs are offset by other reductions in the SMMC budget. The action increases the total number of authorized positions by one.

Action C:

Add: One position of D120, Human Resources Manager, SMMC

Biweekly Salary: $2769.60 - 3461.60

Approximate Monthly Salary: $6001 - 7501

Explanation:

This is the addition of one new position of Human Resources Manager for the San Mateo Medical Center. All large County departments have a manager responsible for their internal human resources activities such as training, compliance with standards, coordination of hiring and related activities. In the SMMC these duties have been dispersed among a number of managers with the result of inadequate coordination and accountability. This action will provide a focal point for these activities and assure that SMMC meets its human resources mandates. This action represents a monthly salary and benefits cost of $9751 based on filling the position at the top step of the range but the increased costs are offset by other reductions in the SMMC budget. The action increases the total number of authorized positions by one.

Add: One position of F090, Lead Pharmacist

Add: One position of F092, Supervising Pharmacist

And change: The salary range of the classification of D158, Clinical Services Manager - Pharmacy from:

Explanation:

This action implements the organizational study for the Pharmacy. SMMC has completed a comprehensive review of the Pharmacy division and, through that process, has determined that additional leadership positions are needed. To that end the study proposes to add one Supervisor position and one Lead position to the Pharmacy series. These will be in addition to the management position already in place. These positions will be created by reclassifying two existing Pharmacist positions. Additionally, as part of the study, the salary for Clinical Services Manager - Pharmacy was reviewed and found to be significantly behind that paid for similar work in the adjoining counties. These actions represent a monthly salary and benefits cost of $3026 based on filling the positions at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 70000 HUMAN SERVICES AGENCY

Action:

Add: Three positions of G232, Human Services Supervisor

Biweekly Salary: $2179.20 - 2724.00

Approximate Monthly Salary: $4722 - 5902

Explanation:

This is the addition of three new positions of Human Services Supervisor to the Human Services Agency. In Fiscal Year 2002-03 the Agency received augmentation funding for Medi-Cal of $2.1 million. At that time the Agency expanded line staff to provide the services but maintained the supervisory staff at the same level. This has resulted in an unworkable span of control that now averages 11 staff for each supervisor. The addition of these three positions will decrease the existing span of control, enhance program integrity and increase the level of customer service provided by assuring better coordination of services. This action represents a monthly salary and benefits cost of $23,018 based on filling the positions at the top step of the range but the increased costs are offset by other reductions in the HSA budget. The action increases the total number of authorized positions by three.
