Agreement with the City and County of San Francisco for Reimbursement of Costs for Airport Related Activities

 

RECOMMENDATION

Adopt a resolution authorizing an agreement with the City and County of San Francisco whereby it agrees to reimburse the County $100,000 for fiscal year 2003-04 for Airport Community Roundtable related costs.

 

BACKGROUND

On 10/19/93, the County entered into an agreement with the City and County of San Francisco whereby it agreed to reimburse the County for Airport Community Roundtable related costs at the rate of $100,000 each year for seven years (Res. #57701). That agreement was subsequently amended five times increasing the contribution from San Francisco to $180,000 per year. On 10/17/2000 a new agreement for three years was approved (Res. #64021) increasing the annual contribution from San Francisco to $255,500 per year. That agreement has now expired.

 

DISCUSSION

The parties to the Roundtable are the City and County of San Francisco, San Mateo County, 18 member cities, and the City County Association of Governments. The cost sharing agreement between them has been negotiated amongst the parties for the proposed 2003-04 agreement, with the City and County of San Francisco paying $100,000 to cover the costs of a planner to work with the Roundtable and to provide funding for various contracts for technical and administrative assistance to the Roundtable, as well as for operating expenses and additional work program items. The funds for the 2003-04 agreement have been certified by the City and County of San Francisco. The remainder of the yearly Roundtable funding will come from San Mateo County ($12,000, which is an amount previously authorized by the Board of Supervisors), and the 18 member cities and CCAG ($1,500 each). This agreement will be reviewed and renewed on an annual basis in subsequent years, since the internal procedures of the City and County of San Francisco now only allow for annual contracts. The decline in the contribution in this agreement is due to the Airport's current lack of revenue. They are, however, committed to continuing funding of the Roundtable on an annual basis.

The preparation and processing of this year's agreement was delayed due to staff and procedural changes at San Francisco International Airport.

VISION ALIGNMENT

The proposed agreement keeps the commitment to responsive, effective and collaborative government and goal number #22 of County and local governments to effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County. The proposed agreement contributes to this commitment and goal by providing funding from the City and County of San Francisco to support the activities of the Airport Community Roundtable which deals with noise impacts in affected neighborhoods and communities from aircraft operations at San Francisco International Airport.

 

FISCAL IMPACT

The agreement allows the City and County of San Francisco to reimburse the County of San Mateo, via the Airport Community Roundtable Trust Fund, for Airport Community Roundtable related expenses in the amount of $100,000 for fiscal year 2003-04. The funds will be used to reduce County costs for staff and to pay for contracts and operating expenses related to Airport Roundtable activities. There is no net County cost.
