Land and Water Conservation Fund Program Grant Application in the Amount of $250,000 for the Memorial Park Campground Enhancement Phase II Project

 

Recommendation

Recommend that the Board of Supervisors adopt a resolution:

 

1.

Approving a Land and Water Conservation Fund grant application in the amount of $250,000 for the Memorial Park Campground Enhancement Phase II Project;

2.

Certifying the availability of matching funds;

3.

Certifying that the Project is compatible with the land use plans of those jurisdictions immediately surrounding the Project; and

4.

Appointing the Director of the Environmental Services Agency as the agent of the County to conduct all negotiations and execute and submit all documents, including, but not limited to, applications, contracts, amendments, payment requests, and so on which may be necessary for the completion of the Project.

   

Background

The Land and Water Conservation Fund (LWCF) program, administered nationally by the National Park Service, provides funds to federal agencies, the 50 states and six territories. Funds for the program come from federal recreation fees, sales of federal surplus real property, the federal motorboat fuel tax and the Outer Continental Shelf mineral receipts. The money allocated to the states may be used for statewide planning, acquiring, and developing outdoor recreation areas and facilities.

 

The San Mateo County Parks and Recreation Foundation (Foundation), as part of their contract with the County, is preparing a grant application to the LWCF in the amount of $250,00 for the Memorial Park Campground Enhancement Phase II Project (Project). The Project, which is on the Master Capital Improvement Program list, includes the replacement

of restrooms at Memorial County Park. All of the restrooms at Memorial County Park are old, in deteriorated condition and slated for replacement. Condition of the restrooms is consistently listed as a number one concern in customer service surveys.

 

Discussion

The Foundation will prepare the grant application, which is due by May 3, 2004. The Foundation's Executive Director Bott has confirmed with the grant official for the LWCF that the authorizing resolution may be submitted after the May 3, 2004 deadline.

The authorizing resolution required by the LCWF states that the proposed Project is consistent with the Statewide Comprehensive Recreation Resources Plan California Outdoor Recreation Plan - 2000. Staff has reviewed the six issues identified in the Plan and finds that the Project is consistent with the Plan. Those issues include Improving Resource Stewardship, Serving a Changing Population, Responding to Limited Funding, Managing Aging Facilities, Expanding Legislative Support and Minimizing Legal Setbacks, and Improving Recreation Opportunities through Planning and Research. Staff has also reviewed the Project for compatibility with land use plans of jurisdictions immediately surrounding the project and find that the Project is compatible.

 

The Project will include the replacement of four 70-year old restrooms with modern, low-maintenance, environmentally friendly models. Three of the replacement bathrooms will be installed in the Homestead Flat Youth Group Campground and one will be in the Bay Tree Flat Family campground.

 

The total project cost is $600,000. This grant request is for $250,000 and matching funds will be provided by contributions raised from the Foundation and Proposition 40 Park Bond funds as shown in the following table.

Vision Alignment

This grant application keeps the commitment of Preserve and provide people access to our natural environment and goal number 14: Important natural resources are preserved and enhanced through environmental stewardship and goal number 15: Residents have nearby access to green space, such as parks and recreational opportunities. The grant application contributes to this commitment and goals by providing the means to install highly desired and improved bathroom facilities that meet ADA accessibility standards at the Memorial County Park campgrounds, a site that is very popular with individuals, families, and groups.

 

Fiscal Impact

There would be no fiscal impact. The project will be fully funded by various grant and park bond monies.
