First Amendment to the Agreement with Shelter Network for the Motel Voucher Program and Transitional Housing for Families With Special Needs

 

Recommendation

 

Adopt a Resolution Authorizing the Execution of a First Amendment to the Agreement with Shelter Network.

 

Background

 

On June 10, 2003, Shelter Network was awarded $400,000 of combined funding sources from CalWorks, General Funds and Children and Family Services, which were included in the FY 2003-04, for the Motel Voucher and Transitional Housing Program.

 
 

Discussion

 

Shelter Network has provided the agreed upon services under the current Agreement. However, the Motel Voucher Program has had a shortage of approximately $15,000 per quarter due to the higher number of unanticipated vouchers used to cover the actual need. The higher than anticipated need comes as a result of a sustained economic condition and the inability to find alternative housing to alleviate the immediate need. Shelter Network intends to alleviate the current need for extra vouchers with the completion of their new facility, which will provide 38 additional beds in July 2004.

 

This First Amendment has been reviewed and approved as to form by the County Counsel's Office.

Risk Management has reviewed and approved the Contractor's insurance coverage.

   

Vision Alignment

   

The Agreement with Shelter Network keeps the commitments of: Offering a full range of housing choices, and responsive, effective and collaborative government; and goals number 9 and 22: Housing exists for people at all income levels and for all generations of families: County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County. The Agreement with Shelter Network contributes to these commitments and goals through the cooperative efforts of public and private parties to advance the mutual goal of providing a continuum of housing opportunities for homeless families.

 

Fiscal Impact

   

This First Amendment increases the funding by $60,000 from CalWorks bringing the County total obligation to $460,000, which is included in the Housing budget for FY 2003-04. There is no increase in Net County Cost.
