SUBJECT:

Reroofing of the Southern Section of the Roof at the North Courts, 1050 Old Mission Road, South San Francisco (Project No. P8L02)

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract to reroof the southern section of the North Courts.

 

Previous Board Action

Adopted Resolution No. 66545 on March 16, 2004, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the proposed work.

 

Discussion

On April 13, 2004, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the base bid of:

at $164,298 was the lowest bid received. The Engineer's estimate was $150,000. A summary of the bids received is as follows:

The bids received exceed the Engineer's estimate by $14,298 (9.5%). We believe that significant increases in the cost of roofing materials and the cost of insurance are responsible for the higher bids. However, we also believe that the low bid is reasonable for the work that is to be performed.

 

We have reviewed the contract documents and have determined the Affirmative Action Program submitted by Petersen Dean is in accordance with the current Affirmative Action Guidelines; and we have also confirmed that they are in compliance with the equal benefit provisions of the County Ordinance Code.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all", and Goal Number 7, "maintain and enhance the public safety of all residents and visitors" as the reroofing project will help sustain the building for the benefit of both the employees and the public that use this facility.

 

Fiscal Impact

The total estimated cost of construction including ten percent (10%) contingency is $181,000. The project is included in the 2003-2004 Capital Projects Budget and is financed with Courthouse Construction Funds.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
