Resolution Waiving the Competitive Bid Process and Authorizing the President of the Board to enter into an Agreement with Stryker Capital for the Lease/Purchase of 281 each of Patient Beds, Side Tables and Overbed Tables for the Burlingame Long Term Care.

 

Recommendation

Adopt a Resolution waiving the competitive bid process and authorizing the President of the Board to enter into a 36-month lease/purchase agreement with Stryker Capital for 281 each of patient beds, side tables and overbed tables for the Burlingame Long Term Care.

 

Background

San Mateo Medical Center took over the operation of Burlingame Long Term Care on October 1, 2003. The work plan for the new facility included an assessment of equipment needs. The assessment completed by San Mateo Medical Center's Biomedical staff determined that the majority of the 25-year old beds are manually operated and can cause safety issues on both patients and staff. Besides not meeting San Mateo Medical Center patient care standards, the beds are cumbersome and difficult to move between rooms. Parts often are not available for needed repairs. The assessment also noted that other furniture, including side tables and overbed tables, are worn and discolored showing years of wear and tear.

 

Discussion

In June 2003, the San Mateo Medical Center Foundation funded to replace 20 Long Term Care beds as part of their commitment to the Medical Center. The nurses who participated in the evaluation were asked to complete an evaluation form which included assessment of patient comfort, patient safety, and ease of use of the bed. Feedback from the patients using the beds was also included. The one-week evaluation determined that besides proposing the lowest rate, the Stryker long term care beds met the requirements to accommodate our patient mix and to maintain the standard of care for all long term care patients.

Stryker beds have built-in alarm systems that monitor patient movement to prevent falls. They are low profile and have an assist bar for patients to hold. The mattresses are designed to prevent skin irritation for prolonged bed stay and to relieve pressure points.

Stryker Medical has included a two-year warranty for parts and labor at no charge and a $1 buy-out at the end of the agreement.

To ensure that Stryker Medical's pricing is competitive, a request for pricing information was solicited from two other vendors, Hill-Rom and Barr Medical. The pricing provided by Hill-Rom is 30% higher and by Barr Medical is 50% higher compared to the pricing by Stryker Medical.

San Mateo Medical Center is requesting a waiver of the competitive bid process.

County Counsel and Risk Management have both reviewed and approved the agreement.

 

Vision Alignment

This agreement keeps the County's commitment of responsive, effective and collaborative government, and goal number 21, County employees understand, support and integrate the County vision and goals into their delivery of services. This agreement contributes to this commitment and goal by providing beds and furniture at Burlingame Long Term Care that meet patient care and safety standards.

 

Fiscal Impact

The term of the lease/purchase agreement is April 6, 2004 to April 5, 2007. The 281 each of beds, side tables, and overbed tables, including tax will cost $475,960.44.
Stryker Capital is not charging freight fees or finance charges for the three-year program. At the end of the three-year program County will pay Stryker Capital the buy-out amount of $1.00. Funds are included in the Capital Reserve Fund for Burlingame Long Term Care's FY2003-04 Adopted Budget and funds will be included in future year budget requests.
