State Office of Traffic and Safety Avoid the 23 DUI Campaign Grant

 

Recommendation

Adopt a Resolution:

1)

Accepting the Office of Traffic and Safety (OTS) Award in the amount of $125,500 to reduce drinking and driving injuries and fatalities; and

2)

Authorizing the Sheriffs' Office to host the Annual Avoid the 23 Awards Ceremony recognizing high achieving officers with funding up to $10,500 for FY04/05 and FY05/06 provided by State OTS DUI Campaign grant

 

Background

In the past, the Redwood City Police Department administered the Avoid the 23 program under an award provided by State OTS. In October 2003, the Burlingame Police Department initiated the grant application, was awarded the grant and while finalizing the written contract, determined they were unable to administer the program.

For the past three months, the County of San Mateo Sheriff's Office has been negotiating with the State OTS to take over administration of the grant. In February 2004 the program outcomes and budget were finalized with the Sheriff's Office to administer the grant. The Sheriff's Office plans to administer the grant for the next two years.

The purpose of the Avoid the 23 Program is to reduce drinking and driving injuries and fatalities. The 23 law enforcement agencies within San Mateo County are obligated to hold nine annual checkpoints and three two-night roving strike teams during the next two years. Law enforcement agencies are further obligated to participate in State annual kick-off press conferences.

 

Discussion

The award is $125,500 to fund officer overtime during holiday checkpoints, an annual awards ceremony, a Press Information Officer consultant, paid advertisement, supplies, and training for officers in California Highway Patrol Standard Field Sobriety Testing. The grant stipulates that the cost of the annual awards ceremony may not exceed $5,250 per year, or a total of $10,500. There is no match requirement.

 

Vision Alignment

Accepting this grant award helps to keep the commitments of ensuring the safety of residents and visitors (Goal 7) and promoting the effective communication and collaboration between the county and local governments in developing strategic approaches to issues affecting the entire county (Goal 22).

 

Fiscal Impact

The OTS DUI grant is an award of $125,500 to fund officer overtime during holiday checkpoints and roving strike teams and allows for two annual awards ceremonies. There are no matching dollar requirements and no new net County cost.
