An Ordinance Adding Section to the San Mateo County Ordinance Code Restricting Motor Vehicle Traffic from Entering Sections of Vine Street, Leland Avenue, Stanford Avenue and Palo Alto Way During Certain Times of the Day - University Park, West Menlo Park Area

WHEREAS, property owners in the University Park Subdivision area have expressed their concerns about the speed and amount of traffic using their residential streets to either avoid the intersection of Sand Hill Road and Santa Cruz Avenue, or to "short cut" through their neighborhood to access the Stanford Shopping Center, Stanford Hospital or the Stanford Campus; and

WHEREAS, said property owners are concerned that their streets will be used by more motorists to avoid the construction that Stanford University will be doing on Sand Hill Road and Santa Cruz Avenue; and

WHEREAS, Section 21101(f) of the State of California Vehicle Code authorizes a local agency to restrict the use of the streets to implement the circulation element of its General Plan; and

WHEREAS, this Board has determined the prohibiting traffic from using certain residential streets at peak hours of the day is in keeping with the Circulation Element of the County General Plan as Section 12.15 of the General Plan provides for minimizing through traffic in residential areas.

NOW THEREFORE, this Board of Supervisors of the County of San Mateo, State of California, ordains as follows:

SECTION 1.

Chapter 7.06, "Prohibited Entry", of the San Mateo County Ordinance Code is hereby established.

SECTION 2.

Section 7.06.010 is hereby added to the San Mateo County Ordinance Code which shall read as follows: Section 7.06.010 - Vehicles traveling in the southerly direction on Vine Street, County Road No. 564, shall not enter the portion of Vine Street approximately 200 feet east of Perry Avenue between the hours of 7:00 a.m. and 10:00 a.m., Monday through Friday, holidays excepted.

SECTION 3.

Section 7.06.020 is hereby added to the San Mateo County Ordinance Code which shall read as follows: Section 7.06.020- Vehicles shall not enter Vine Street, County Road No. 564, from Oak Avenue between the hours of 3:00 p.m. and 7:00 p.m., Monday through Friday, holidays excepted.

SECTION 4.

Section 7.06.030 is hereby added to the San Mateo County Ordinance Code which shall read as follows: Section 7.06.030 - Vehicles shall not enter Leland Avenue, County Road No. 563, from Sand Hill Road between the hours of 3:00 p.m. and 7:00 p.m., Monday through Friday, holidays excepted.

SECTION 5.

Section 7.06.040 is hereby added to the San Mateo County Ordinance Code which shall read as follows: Section 7.06.010 - Vehicles shall not enter Stanford Avenue, County Road No. 562, from Sand Hill Road between the hours of 3:00 p.m. and 7:00 p.m., Monday through Friday, holidays excepted.

SECTION 6.

Section 7.08.090 is hereby added to the San Mateo County Ordinance Code which shall read as follows: Section 7.08.090 - Vehicles shall not turn left onto Palo Alto Way, County Road No. 546, from Santa Cruz Avenue between the hours of 7:00 a.m. and 10:00 a.m., Monday through Friday, holidays excepted.

SECTION 7.

Sections 7.06.010 thru Section 7.06.040, and Section 7.08.090 shall cease to be in effect one year from the date of adoption of this ordinance unless extended by resolution of the Board of Supervisors.

SECTION 7.

This Ordinance shall be effective thirty (30) days from the passage date thereof.
