RESOLUTION WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS AND AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH TATA INFOTECH

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, Human Services Agency has implemented a number of software applications including SHARP Data Warehouse, DAISY Alcohol and Drug System, Homeless Management Information System, Stellent , Electonic Document Management/Imaging System and others that address data collection and reporting needs that provide information and streamline business process; and

WHEREAS, current support of such applications are provided through four (4) full time system engineers that are currently subcontracted through Information Services Department vendors at a high cost; and

WHEREAS, the County and the Contractor wish to enter into Agreement for the amount of $499,200, saving the County $299,520 annually, for the term of May 11, 2004 to June 30, 2005; and

WHEREAS, it is being requested that the Board of Supervisors waive the Request for Proposal Process since an informal review was done in January 2004, and Tata Infotech was selected based on their expertise and experience, and it is in the County's best interest to waive the RFP process.

WHEREAS, this Board has been presented with a form of such Agreement and said Board has examined and approved same as to both form and content and desires to enter into the same.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo; and the Clerk of this Board shall attest the President's signature thereto.

BE IT FURTHER DETERMINED AND ORDERED that the Request For Proposal process is hereby waived.
