BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION WAIVING THE COMPETITIVE BID PROCESS AND AUTHORIZING THE PRESIDENT OF THE BOARD TO ENTER INTO A 36 MONTH LEASE/PURCHASE AGREEMENT WITH STRYKER CAPITAL FOR 281 EACH OF PATIENT BEDS, SIDE TABLES AND OVERBED TABLES FOR THE BURLINGAME LONG TERM CARE

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, Ordinance Code Section 2.92.050 (f) authorizes the Board of Supervisors to waive the competitive bid process in any situation where the Board of Supervisors determines that the best interest of the County could be served without the necessity of competitive bidding; and

WHEREAS, the Chief Executive Officer of San Mateo Medical Center has asked the Board to waive the competitive bid process requirements and authorizes the President of the Board to enter into an agreement with Stryker Capital for the Lease/Purchase of 281 each of Patient Beds, Side Tables and Overbed Tables for the Burlingame Long Term Care; and

WHEREAS, a one-week evaluation determined that besides proposing the lowest rate, the Stryker long term care beds met the requirements to accommodate Burlingame Long Term Care's patient mix and to maintain the standard of care for all long term care patients; and

WHEREAS, this Board has determined that the best interest of the County would be served by waiving the competitive bid requirements and wishes to enter into an agreement with Stryker Capital for the Lease/Purchase of 281 each of Patient Beds, Side Tables and Overbed Tables for the Burlingame Long Term Care; and

WHEREAS, The term of the lease/purchase agreement is three years from April 6, 2004 to April 5, 2007 and the cost of the lease/purchase of 281 each of beds, side table, and overbed tables, including tax will be $475,960.44; and

WHEREAS, this Board has been presented with a form of the Resolution and has examined and approved it as to both form and content and desires to enter into the agreement:

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be, and is hereby authorized and directed to waive the competitive bid process and to execute said agreement, for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signatures thereto.
