Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

Summary

The salary ordinance changes herein represent:

· reclassifying six positions,

· splitting two full time positions into four half time positions, and

· adding three new positions.

These actions were approved for study by the County Manager's Office.

Fiscal Impact

The reclassification actions represent a monthly salary and benefits savings of $2774 or an annual savings of $33,288.

 

This amendment has been reviewed by the County Counsel's Office.

 

ORGANIZATION 14000 CONTROLLER'S OFFICE

Action:

Reclassify: One position of D184S, Management Analyst series

Biweekly Salary: $1784.80 - 2989.60

Approximate Monthly Salary: $3867 - 6478

To: One position of D060, Financial Services Manager I

Biweekly Salary: $2636.80 - 3296.00

Approximate Monthly Salary: $5714 - 7142

Explanation:

This is an upward reclassification of one currently filled position of Management Analyst to the classification of Financial Services Manager I. This position manages the assembly, development and production of the annual County Comprehensive Annual Financial Report (CAFR). These duties are more appropriately performed at the Financial Services Manager I level. The action represents a monthly salary and benefits cost of $863 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

Action:

Add: One position of B069S, Office Assistant series

Biweekly Salary: $1056.80 - 1518.40

Approximate Monthly Salary: $2290 - 3290

Add: One half time position of B129, Evaluation Analyst

Biweekly Salary: $2067.20 - 2584.00

Approximate Monthly Salary: $4479 - 5599

Explanation:

This is the addition of two positions to the First 5 of San Mateo County program. The Office Assistant position will be responsible for the coordination and distribution of the New Parent Kits that provide an array of information for new parents. The Evaluation Analyst will be responsible for conducting trend analysis of key indicators of the well-being of young children, analyzing gaps in services provided and monitoring outcomes of programs funded by First 5. Contractors are currently performing these services and the use of regular staff is a more economical use of program resources. This action represents a monthly salary and benefits cost of $7916 based on filling the positions at the top step of the range. The action increases the total number of authorized positions by two.

Split: One full time position of B024S, Deputy District Attorney series

Biweekly Salary: $2215.20 - 5372.00

Approximate Monthly Salary: $4800 - 11,640

Explanation:

This is the splitting of one full time Deputy District Attorney position into two half time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action increases the total number of authorized positions by one.

Delete: One position of E434, Child Support Supervisor

Explanation:

This is the elimination of one vacant position of Child Support Supervisor and the addition of one position of the classification of Child Support Customer Services Supervisor. While a Child Support Supervisor has supervised the unit in the past, it is essential that a call center professional supervise the daily operations of the unit to ensure further staff development, growth, advancement and overall future success of the unit. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Biweekly Salary: $1622.40 - 2134.40

Approximate Monthly Salary: $3515 - 4625

Explanation:

This is the elimination of four vacant positions of Child Support Officer and the addition of one Fiscal Office Assistant, two Fiscal Office Specialists and one Legal Secretary. With implementation of their new automated system DCSS needs to change the staffing mix to have fewer Child Support Officers and more fiscal support staff. Additionally, the Legal Secretary position will be added to prepare orders in court, which will also assist the fiscal staff. This action represents a monthly salary and benefits savings of $3637 based on filling the positions at the top step of the range. There is no change in the total number of authorized positions.

Action:

Split: One full time position of F122S, Physician series

Biweekly Salary: $4237.60 - 5296.80

Approximate Monthly Salary: $9182 - 11,477

This is the splitting of one full time Adult Psychiatrist position into two half time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action increases the total number of authorized positions by one.

ORGANIZATION 62000 PUBLIC HEALTH SERVICES

Action:

Add: One position of D151, Financial Services Manger II

Biweekly Salary: $3053.60 - 3816.80

Approximate Monthly Salary: $6617 - 8270

Explanation:

This is the addition of one Financial Services Manager II position. The new position will be responsible for directing, supervising and coordinating all of the administrative support functions including finance, budgeting, cost accounting, administration, automation, purchasing, contract administration, clerical support, and program evaluation. These activities are currently divided among a number of other staff and lack adequate direction and oversight. This action represents a monthly salary and benefits cost of $10,751 based on filling the position at the top step of the range. The action increases the total number of authorized positions by one.
