Two Amendments to the Agreement between the County of San Mateo and Concept Marine Associates for the Werder Fishing Pier Restoration Feasibility Plan and an Appropriation Transfer Request in the Amount of $3,000

 

Recommendation

1.

Approve a Resolution enacting two Amendments to the Agreement between the County of San Mateo and Concept Marine Associates for a $3,000 increase in the contract amount and an extension of the agreement due date to March 30, 2004 for the Werder Fishing Pier Restoration and Feasibility Plan; and

2.

Approve an Appropriation Transfer Request to accept $3,000 in additional grant fund monies from the California Coastal Conservancy for the Werder Fishing Pier Restoration Feasibility Plan.

 

Background

On March 13, 2001, the San Mateo County Board of Supervisors adopted Resolution No. 64292 approving the submittal of a grant application to the California Coastal Conservancy (CCC) for grant funds in the amount of $100,000 to be used for the Werder Fishing Pier Restoration Feasibility Plan. The CCC approved the grant application by an agreement dated May 30, 2001.

 

County Parks and Recreation Division of the Environmental Services Agency staff subsequently prepared a request for proposals in December of 2002. After review of the proposals, the Division accepted the proposal of Concept Marine Associates. On April 15, 2003, an Agreement was executed between the County of San Mateo and Concept Marine Associates for an agreement amount of $99,800. As the original contract amount was under $100,000, the approval of the Board of Supervisors was not required.

 

Discussion

Toward the end of the project period, staff was made aware of security concerns regarding proposed uses of the Werder Fishing Pier. To address those concerns and continue the Planning process, staff requested additional funding in the amount of $3,000 from the CCC for Marine Concept Associates to assess security concerns, facilitate an Interpretive Focus Group and develop recommendations for interpretive possibilities associated with the Werder Fishing Pier, landside improvements and security measures. The CCC strongly supported the request and granted an additional $3,000 in grant funds for the Werder Fishing Pier Restoration Feasibility Plan.

 

For this addition to the Planning process, the Agreement amount was increased $3,000 from $99,800 to $102,800 with the expansion of the scope of work to include security assessment and an interpretive element and the end date for the agreement with Marine Concept Associates was extended to March 30, 2004.

As contracts exceeding $100,000 need approval from the Board of Supervisors, staff requests the Board's approval of these two amendments to the contract. A copy of the original Agreement is included with this Board memo.

 

Staff requests as well that the Board of Supervisors adopt an Appropriation Transfer Request for acceptance of the additional $3,000 in grant funds from CCC.

 

Vision Alignment

The contract amendments for the Werder Fishing Pier Restoration Feasibility Study keep the commitment of "Preserving and providing people access to our natural environment" and goal number 15: Residents have nearby access to green space, such as parks and recreational opportunities. The contract amendments contribute to the commitment and goal by providing a study of the feasibility of restoration of the Werder Fishing Pier, which had been for some years a popular recreational facility. The repair and interpretive enhancement of the Werder Fishing Pier would allow local and regional park and recreation users to enjoy the use of this pier once again and other shoreline improvements.

 

Fiscal Impact

There is no impact to the General Fund. The total project cost of $102,800 is being paid for by grant funds from the California Coastal Conservancy. The ATR accepts $3,000 in grant funding to cover the additional $3,000 in contract costs.
