Agreements with El Concilio of San Mateo County and Free at Last

Recommendation

Adopt a resolution authorizing the President of the Board to execute agreements with El Concilio of San Mateo County and Free at Last

 

Background

On January 28, 2003, your Board adopted Resolution Number 065787, accepting a grant from the Substance Abuse Mental Health Services Administration (SAMHSA) for the Center for Substance Abuse Treatment (CSAT) to provide outreach, assessment, risk management education, counseling, case management, and referrals to drug treatment programs for clients who are substance abusers and at risk for HIV and Hepatitis B/C. The Grant has a project period of five years from September 30, 2002 to September 29, 2007. Funds are allocated on a budget year. San Mateo County AIDS Program (SMCAP) will receive a total of $2,399,015: $450,291 for year 1, $480,518 for year 2, $484,872 for year 3, $489,357 for year 4, and $493,977 for year 5.

On April 12, 2004, SMCAP responded to a request for applications from the California Department of Health Services Office of AIDS (DHS) to continue providing HIV outreach, referral and testing services provided by the Neighborhood Intervention Geared to High-Risk Testing (NIGHT) Program. DHS subsequently notified SMCAP that the award was granted and a three-year contract for the period of July 1, 2004 to June 30, 2007 would soon be sent to SMCAP.

 

Discussion

On December 2002, SMCAP issued a Request for Proposals (RFP) for HIV street outreach intervention and testing and preventive case management services for the period of January 2003 to December 2005, plus one additional year. El Concilio of San Mateo County (ELC) and Free At Last (FAL) were the only two providers to respond to the RFP and were subsequently chosen to provide services for SMCAP.

The contracts with ELC and FAL are renewals of their existing contract to continue providing HIV street outreach, referral, testing, and prevention case management services to SMCAP clients, for the period of July 1, 2004 to June 30, 2005.

Consistent with contract approval level limitations in County Administrative Memorandum B-1, the Director of Health Services will be authorized to execute amendments and modifications to each agreement, not to exceed $25,000 in aggregate.

County Counsel has reviewed and approved these agreements.

Vision Alignment

The contracts with ELC and FAL keep the commitment of ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventive care. It also keeps the commitment of goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The contracts contribute to this commitments and goals by providing HIV outreach intervention, referral, testing and prevention case management services to improve the quality of life for those living with, or at risk for, HIV/AIDS.

 

Fiscal Impact

The term of the agreements is July 1, 2004 through June 30, 2005. The total amount of the agreement with El Concilio of San Mateo County is $109,700. The total amount of the agreement with Free at Last is $172,950. Funds for these agreements are included in the recommended AIDS Program budget for FY 2004-05. Any ongoing expenditures will be reduced if funds are unavailable in the future. There is no net county cost as a result of these agreements.
