Assignment of Workforce Strategy Center Agreement to Gruber and Pereira Associates, LLC.

Recommendation

Adopt a resolution authorizing the Human Services Agency Director to approve the assignment of the County's contract with Workforce Strategy Agreement to Gruber and Pereira Associates, LLC. The Amount of the Agreement is $206,000 and the term July 1, 2003 through June 30, 2004.

Background

On September 9, 2003, the Board of Supervisors adopted a Resolution authorizing the acceptance of the Bay ABC Grant. The Bay ABC Project funded by the grant required a subcontract with Workforce Strategy Center for the Bioscience Career Project and the administration of funds for the Employment Development Department Project.

David Gruber and Caz Pereira former employees of Workforce Strategy Center, left the company while working on the Bioscience Career Project and Employment Development Department Project, and started a new business, Gruber and Pereira Associates, LLC., Gruber and Pereira Associates have continued to work on these projects through authorization of Workforce Strategy Center and the County. The Employment Development Department, which funded the Bay ABC Grant, has issued a letter to the County authorizing assignment of the Agreement from Workforce Strategy Center to Gruber and Pereira Associates, LLC., and that letter is an attachment to this Board Memo.

Workforce Strategy Center has also requested that the County of San Mateo approve the assignment of its County Agreement to Gruber and Pereira Associates, LLC., and have an Agreement with Gruber and Pereira Associates, LLC., that when the County reassigns the services that any funds that they are holding will be released. A copy of the request letter and Agreement are attached.

Discussion

This Board action authorizes the Human Services Agency Director to sign the documents approving the County's assignment of the Workforce Strategy Center Agreement to operate the Bioscience Career Project and Employment Development Department Project to Gruber and Pereira Associates, LLC., and allows Workforce Strategy Center to release funds they have been holding. This assignment additionally removes any liability that Workforce Strategy Center currently has under the terms of the Agreement.

County Counsel has approved this Board Memo and Resolution as to form. Risk Management has approved Gruber and Pereira Associates, LLC., insurance for this Agreement.

Vision Alignment

This assignment keeps the commitment of: Create opportunities for every household to participate in our prosperity and goal number 17: All households experience real gains in income. This services reassigned contributes to this commitment and goal by providing funding and programs for dislocated worker in San Mateo County helping them to retrain and/or become self-sufficient.

Fiscal Impact

The cost of this Agreement, in the amount of $206,000, is included in the Adopted Budget for FY 2003-04 and is fully funded through the Bay ABC Grant. There is no Net County Cost.
