Reconstruction of 11th Avenue in North Fair Oaks - Redwood City Area (Project No. RA600, F-36 [261A])

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the Reconstruction of 11th Avenue.

 

Previous Board Action

Adopted resolutions establishing minimum road standards and a priority list for road improvements in the North Fair Oaks area.

    We used the procedures adopted by your Board to determine if the property owners adjacent to 11th Avenue wanted minimum road improvements constructed and to which standard.

    Over 50% of the property owners responded to our survey that minimum road improvements were desired and the project plans were developed using the road standard preferred by the property owners for each block of 11th Avenue.

 

Discussion

The proposed project, totaling approximately 0.18 miles in length, consists of reconstructing the two blocks of 11th Avenue near Fair Oaks Avenue. The typical road section consists of 18 feet of pavement with 2-foot concrete valley gutters east of Fair Oaks Avenue, and 18 feet of pavement with 3-foot concrete gutters west of Fair Oaks Avenue. The typical sections were based on property owner input.

 

The San Mateo County Planning Department has determined that this project is exempt from the requirements for preparation of an EIR under Section 15301, Class 1, of the California Environmental Quality Act (CEQA), and we have filed a Notice of Exemption with the County Clerk.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all" and Goal Number 7, "maintain and enhance public safety of all residents and visitors," as it will improve the conditions of the road surface for the benefit of the public.

 

Fiscal Impact

The estimated cost of construction is $190,000, and Road Funds have been budgeted to finance this work. There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
