Request for Approval of an Agreement with Independent Contractor, WorldScape, Inc. for systems analysis and programming and for waiver of Request for Proposal process.

 

Recommendation

Adopt a resolution authorizing the President of the Board of Supervisors to

a) enter into an agreement with WorldScape, Inc. to perform programming services in the amount of $478,080.00 for the period of July 1, 2004 through June 30, 2007

b) waive the Request for Proposal process

 

Background

WorldScape, Inc. provides a senior programmer/analyst with experience in the RPG and CL languages in an IBM iSeries computer environment. The senior programmer/analyst supports the development of new systems and the maintenance of existing mission-critical systems. The senior programmer/analyst works on projects specified by the Tax Collector/Treasurer's IT Manager.

The programmer/analyst supplied by WorldScape has been instrumental over the past six years in the development and deployment of the Tax Collector's new Secured Tax System, the back-end website systems (including tax payment by e-check), the Controller's Roll Extension and Apportionment systems and in all of the projects requiring programming expertise on the Tax Collector's IBM iSeries computers. The services performed by WorldScape are essential to the ongoing maintenance and enhancement of the Tax Collector and Controller's property tax systems.

 

Discussion

WorldScape, Inc. has gained a significant level of understanding and knowledge of the County's Property Tax Systems and business over the past six years. For this reason, we believe a waiver of the request for proposal process would be in the best interest of the County.

 

In response to the County Manager's initiative and in conjunction with ISD, the Tax Collector has developed a five-year strategic business plan. This plan spans the period from July 2002 through June of 2007 and includes projects that will not only enhance access to tax roll data and improve payment processing and reduce costs, but also build new interfaces with other County departments. WorldScape, Inc. will play an essential role in the successful outcome of these projects as well as in providing ongoing maintenance of the Tax Collector and Controller's mission critical property systems.

ISD has reviewed this contract and the Tax Collector's Five Year Strategic Information Technology Plan that it supports. ISD has no available resource to perform the functions provided by WorldScape, Inc.

Fiscal Impact

The three-year contract with WorldScape, Inc. will cost a total of $478,080.00. Current year funding is included in the Tax Collector's Budget and is funded in part by State Grant funds (AB589.) Future year funding will be included in the Tax Collector's Budget for each year of the contract.
