A service agreement for the support of Disk and Tape Storage Systems for the County Mainframe Server

 

Recommendation

Adopt a resolution:

    1) Waiving the Request for Proposal process; and

    2) Authorize the County Purchasing Agent to execute a one-year service agreement with StorageTek to provide support for the mainframe disk and tape storage systems in an amount not to exceed $163,000.

 

Background

StorageTek is the vendor selected to provide the disk and tape storage system for the mainframe. The current service agreement for these systems expires June 30, 2004.

 

Discussion

The StorageTek service agreement includes hardware and software support for two StorageTek Powderhorn Tape storage systems, a high-speed medium capacity (system 1), a high speed high capacity (system 2), and a StorageTek 9500V Virtual Disk Array storage system. This agreement will include regularly scheduled preventive maintenance, 24/7-phone support and 24/7-onsite support.

Tape storage system 1 supports local (onsite) and disaster (offsite) backups for mainframe applications such as Criminal Justice Information Systems (“CJIS”), Linux and the mainframe operating system.

Tape storage system 2 supports local and offsite backups for more than one hundred-fifty departmental fileservers from many county departments.

The 9500V Virtual Disk Array internal direct access storage is used to store programs and data for the mainframe operating system, Linux and applications such as CJIS. This system is used to store local backups for departmental servers.

We are recommending that the County Purchasing Agent execute a service agreement with StoragTek to supply hardware and software support for disk and tape storage systems to prevent any prolonged or permanent loss of data.

Further, we are recommending that your Board waive the Request for Proposal process, as StorageTek is currently the only vendor supplying software and hardware upgrades and support of this type for the disk and tape storage solutions in use in our county. In addition, we are requesting a waiver from the County Manager of the Equal Benefits Ordinance because StorageTek is a sole source based in Georgia and does not comply with our equal benefits requirements.

 

Vision Alignment

Renewing the service agreement with StorageTek disk and tape system support keeps the commitment to responsive, effective, and collaborative government, specifically goal number 22: County and local governments effectively communicate and collaborate in order to develop strategic approaches on issues affecting the entire County. This contract contributes to this goal because these support systems that are used by various departments to facilitate effective communication and collaboration between County departments and local agencies.

 

Fiscal Impact

This Agreement in the amount of $163,000 is included in the ISD fiscal year 2004-2005’s adopted budget.
