The current JCI service agreement includes hardware and software support for Pegasys 1000 security management system, CDK720 Cardkey network controllers and the card readers. This agreement includes 24/7 phone support and 24/7 onsite support.
The CARDKEY Security system allows for safe and secure access to sensitive areas such as the Hall of Justice and the Data Center. This system is comprised of JCI proprietary software and hardware.
The Pegasys 1000 system allows:
Creation of cardkey users
Specification of the time, day and area an employee can enter a restricted area
Creation of a cardkey badge
Creation of reports area access
The CDK720 devices serve as interface with the Pegasys system and the card reader. It stores access information locally, validates access and unlocks the door. In case the Pegasys system is not accessible the CDK720 will use locally stored information to allow access.
We are recommending that your Board execute a service agreement with JCI to continue to supply hardware and software support for the CARDKEY System to prevent an outage of set of systems currently used to ensure safe and secure access to sensitive areas with our county.
Further, we are recommending that your Board waive the Request for Proposal process, as JCI is the only vendor currently supplying service for Pegasys 1000 and CDK720. In addition, we are requesting a waiver from the County Manager of the Equal Benefits Ordinance because Johnson Control/Cardkey is a sole source with excess of 35,000 employees worldwide and does not comply with our equal benefits requirements.
