Recommendation
|
Adopt a resolution authorizing the President of the Board to execute an Amendment to the Agreement with Perrine Salariosa, dba Portobello Care Home.

Background
|
This contractor operates a 19-bed board and care facility for difficult to place clients. Of the 19 beds, 16 are contracted to serve Mental Health clients through this Agreement. This contractor provides two (2) levels of service, the Step Down Service Level and the Augmented Service Level. Clients at the Step Down Service Level are generally more independent and stable, requiring lower levels of supervision and less intensive services. The Augmented Service Level is for seriously mentally ill clients who require a higher level of supervision and services including more intensive mental health services, social skills training and assistance with activities of daily living.

Discussion
|
The provision of Augmented services has been higher than anticipated for this Contractor over the three-year term of the Agreement, resulting in the projected cost of services to be greater than the agreement maximum.
|
|
This agreement is being amended to increase the agreement maximum. Current Health Insurance Portability and Accountability Act of 1996 (HIPPA) requirements have also been added to this amended Agreement.

Vision Alignment
|
This amended Agreement with Perrine Salariosa, dba Portobello Care Home, keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people, the aged, disabled, mentally ill, at risk youth, and others - achieve a better quality of life. The amended Agreement contributes to this commitment and goal by providing residential board and care services for San Mateo County Mental Health clients.

Fiscal Impact
|
The term of the amended Agreement remains July 1, 2001 through June 30, 2004. The Amendment has been reviewed and approved by County Counsel and Risk Management.

|
The new Agreement maximum is $190,153 for the three-year term, an increase of $7,750. The Agreement maximum for FY2003-04 is $70,877. Sales tax provided through realignment will cover $63,789 (90%) of the cost. The remaining $7,088 (10%) is net county cost as maintenance of effort for realignment.
