First Amendment to the Agreement with the AIDS Community Research Consortium (ACRC)

Recommendation

Adopt a resolution authorizing an Amendment to the Agreement with the AIDS Community Research Consortium.

 

Background

San Mateo County AIDS Program (SMCAP) receives funding from Ryan White CARE Act (CARE) through an agreement with the City and County of San Francisco (CCSF). The amount of funding San Mateo County receives each year is determined by the San Francisco Ryan White CARE Act Planning Council.

On February 24, 2004, your Board of Supervisors approved Agreement 066504 with ACRC to provide case management, health education and food services to HIV/AIDS clients in the San Mateo County.

A Request for Proposals (RFP) for health education, case management and food services, for the period of March 1, 2004 to February 28, 2007 was released in November 2003. An independent panel reviewed all the proposals received. Two proposals were submitted for the provision of food services; the review panel selected ACRC for the provision of food services. ACRC was the only respondent to the RFPs for health education and case management services.

Discussion

CCSF notified SMCAP that the allocation of CARE funds would be reduced by 8%. This reduction has forced SMCAP to reduce, restructure or eliminate some food, dental and substance abuse services. As a result, the allocation to ACRC will be reduced by $60,500: $49,500 in funds previously allocated for case management at the Willow Clinic, and $11,000 from the HIV food services program, reducing the HIV food services allocation from $220,000 to $209,000.

County Counsel has reviewed and approved this amendment to the agreement.

Vision Alignment

The amendment to the agreement with ACRC keeps the commitment of ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventive care. It also keeps the commitment of goal number 8: Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life. The amendment to the agreement contributes to these commitments and goals by providing health education; a food program; and improving the quality of life for people with HIV/AIDS.

 

Fiscal Impact

The term of the agreement remains March 1, 2004 through February 28, 2005. The original amount of the agreement was $332,200. This amendment reduces funds by $60,500, for a new total contract amount of $271,700. The change in funding levels is included in the AIDS Program recommended budget for FY 2004-05. Maintenance of County effort is required for all CARE funding which amounts to the net County cost for the AIDS Program for 2003-04 of $373,000.
