BOARD MEETING DATE:

TO:

Honorable Board of Supervisors

FROM:

Maureen Borland, Director, Human Services Agency

Steve Cervantes, Director, Office of Housing

SUBJECT:

Agreement with North Peninsula Neighborhood Services Center

Recommendation

Adopt a Resolution:

    1. Authorizing the execution of an Agreement with North Peninsula Neighborhood Services Center for the Operation of the Housing Revitalization Program in the amount $120,000, for the term of July 1, 2004 through June 30, 2005; and

    2. Authorizing the Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed $25,000 and to make minor changes in the types of services and activities provided by Contractor.

Background

The North Peninsula Neighborhood Services Center is a nonprofit community-based organization that provides much needed home repairs primarily for very low-income clients. The Center performs a wide variety of repairs and installations including but not limited to, steps, windows, doors, grab bars and heater repairs and/or replacements.

During the past eight years the North Peninsula Neighborhood Services Center has been an excellent service provider providing repairs to clients who live in mobile homes as well as single family units and apartments. Most of the repairs are minor and are done by the organization’s own work crew.

The Center applied for funding through the Notice of Funding Availability (NOFA) and was recommended for funding by the HCDC Committee for inclusion in the FY 2004-05 CDBG Action Plan. On May 4, 2004, the Board of Supervisors approved The Center’s Program for inclusion in the CDBG Action Plan for Fiscal Year 2004-05.

Discussion

The demand for home repair and revitalization is growing with the County’s housing situation and regular services from private contractors are either too expensive or the contractors do not want jobs that are so small.

North Peninsula has increased its expertise in minor home repairs and has excellent community relationships. The Office of Housing feels this is a worthwhile service and North Peninsula Neighborhood Services Center has proven to be an excellent service provider doing the kind of home repairs that low and very low-income clients need the most.

In addition to authorizing the execution of the Agreement, this Resolution gives the Director the authority to make changes in the types of services and activities provided by Contractor, so long as such changes do not increase the County’s maximum fiscal obligation.

This Agreement has been approved by the County Counsel's Office as to form, and meets HUD regulations. Risk Management has reviewed and approved the Contractor’s insurance coverage.

Vision Alignment

The Agreement with North Peninsula keeps the commitment of: Ensuring basic health and safety for all, and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The Agreement contributes to this commitment and goal by addressing health and safety hazards including but not limited to improving handicap accessibility in addition to addressing housing code deficiencies and rehabilitating existing housing stock in San Mateo County.

Fiscal Impact

The total County obligation under this Agreement is $120,000, which is funded by CDBG. The term of the Agreement is July 1, 2004 through June 30, 2005. This program is included in the Recommended Office of Housing Budget for FY 2004-05. There is no Net County Cost.
