Amendment to the Agreement with San Mateo County Office of Education

 

Recommendation

Adopt a Resolution authorizing the execution of an Amendment to the Agreement with San Mateo County Office of Education (SMCOE) to add FY 2004-05 funds in the amount of $75,000 for a total obligation of $145,000 and extend the term from July 1, 2003 to June 30, 2004 to July 1, 2003 to June 30, 2006.

 

Background

The County Office of Education was able to obtain funding for Educational Liaison Services from the California State Department of Education through the Foster Youth Services program. Foster Youth Services is intended to ensure that educational liaison services are available to both Probation and Human Services Youth, and with the addition of this funding to the amount appropriated by the Board of Supervisors we are able to effectively serve both populations. Unfortunately, funds are not available from the California Department of Education to ensure that all eligible youth are served, so we are continuing to fund this program from local resources as well. It is essential to ensure that youth in foster care receive these services so their out of home placement will not impact their ability to receive a good education.

On May 21, 2003, the Human Services Agency contracted with SMCOE to hire a liaison to provide services to children in shelter/foster care, specifically, to obtain educational history, assist with school placements and provide case management services. The liaison facilitates the school placement process and provides and maintains data on the academic progress and services to county shelter/foster care student.

 

Discussion

The Human Services Agency wishes to amend the Agreement with SMCOE to continue to provide educational services for children in the shelter/foster care system. Performance Measures were set for this Agreement in FY2003-04. The program has met its Performance Measures for FY2003-04 and the same measures will be continued and monitored for FY 2004-06.

This Amendment to the Agreement has been reviewed and approved as to form by the County Counsel’s Office. Risk Management has reviewed and approved the Contractor’s insurance coverage.

 

Vision Alignment

The Agreement with the San Mateo County Office of Education keeps the commitment of: Providing Equal access to Educational Opportunity and goal number 19: The skill level of new workers rises with improved K-12 education and training options. This Agreement contributes to this commitment and goal in children in shelter homes will not lose valuable school credits and will be placed in appropriate school programs.

 

Fiscal Impact

The term of this Agreement is July 1, 2003 through June 30, 2006. Of the additional obligation of $75,000, Federal Funds will reimburse 34% ($25,500), State funds 33% ($24,750) and the remaining 33% ($24,750), will be Net County Cost. Both the appropriation and Net County Cost have been budgeted in the FY 2004-05 Recommended Level Budget.
